While the State Police pays full market value for service cars, the terms of the leasing contracts associated with the concessionaire companies force police officers to perform at least 1/3 of their service on foot for fear of exceeding the allotted kilometers per day, turning them into luxury vehicles without a function.

Ismet K., together with his colleague, was patrolling on foot in the capital at the end of December 2022.

Meanwhile, he received information about a physical collision between two young men three kilometers from where they were. "We did the three kilometers in 10-12 minutes, walking at a fast pace and sometimes even running."

When they arrive at the scene, the two policemen do not find any of the people involved in the physical altercation, as they had left. "If we had the police car, with which we patrol, we would have gone in a few minutes."

Ismet claims that for a long time, after the 22nd of every month, he and his colleagues have to patrol on foot, since the cars are locked in the police station; this is because the vehicles in blue uniforms complete the monthly kilometers, determined by the agreement that the State Police has concluded with the concessionaire.

"It is very difficult for us to go out on foot." The police officer says that a good part of the vehicles go out in the field only in one of the shifts, after the kilometers are completed. "On the ground," he says, "out of the eight services that are on duty, four patrols go out in cars and another four patrol on foot."

According to the law enforcement officer, there are other cases when the patrols are divided into two parts, where two of them patrol with vehicles and six other patrols on foot.

Determining the kilometers of a police vehicle has brought a big problem for law enforcement officers. The State Police is on duty 24 hours a day. The police work is divided into three shifts. According to the employee Ramazan Q., "it is impossible to do the job properly with 2,700 kilometers, which is the monthly limit. With a simple calculation, it is up to a vehicle to cover 90 km in 24 hours. Divided into three tours, it covers 30 km in 8 hours. Necessarily, these kilometers will be completed before the deadline and the means will be closed, as has happened".

In addition to going to various incidents on foot, the two police officers of the capital show that they also used their personal cars to go where the work required them. When there is a criminal offence, which takes place far away from the place where they are, patrolling on foot, they wait for the patrol of the other sector or ask for the help of citizens by car to bring them to the area where they are called to establish public order and peace.

They say that patrolling on foot has become routine for many State Police employees.

"We cannot follow the law and order situation, as required by the regulation", - say the policemen. Also, they say that they need to go out with services outside the capital or the district where they work, because they do frequent services for receiving people with criminal records. From these trips, they were shot to make an average of 200-300 km, which means that the car's mileage will run out faster and that vehicle must be shut down, to wait for the next month, to be put into circulation again.

The situation is more difficult for police officers in other cities and especially for those police stations that have to patrol deep areas in the fight against cannabis. A police chief of a police station in the north of Albania says that the issue of mileage has penalized him a lot.

"It has had a very bad effect on the morale of a police officer, who should keep track of when the miles will run out, instead of focusing on the fight against crime."

90 km per day, he adds, is too little for a vehicle. "My policemen patrol on foot, so they change their shoes more than the tires of the car."

"In many cases, police officers do not have the opportunity to patrol deep areas, - says the director of the police station, - at a time when during the months of April-November they have to carry out territory checks to fight cannabis".

They can't, because the cars shut them down too soon after the predetermined mileage runs out. They check those areas, which are 45 kilometers away from their police station, as they will need another 45 km to get back to the police station.

The superiors are also aware of this problem, which the police officers have been facing for several years, as the officers themselves indicate that they have reported the situation to them, but without any solution so far.

The State Police has spent 10.5 million euros since 2017, when this rental car practice started, until today. According to the documents, these cars were acquired with zero mileage and at real market cost.

After four years, these cars return to the concessionaire.

The practice of the General Directorate of the State Police to determine the monthly kilometers has turned into an obstacle for the daily work of the employees. In the 2017 tender documents, it was determined that the kilometers a car had to cover were 25,000 km or 100,000 km in four years. During 24 hours, a police car had to cover 69 km, in other words, 23 kilometers per shift.

It can be seen that this problem is somewhat reflected in the contract of 2021 by the State Police, since the annual kilometers would change, from 25,000 kilometers to 32,500. From this change, a vehicle of the police fleet would cover 90 kilometers in 24 hours, in other words 30 kilometers per shift.

But what happens if a car completes these kilometers before the 4-year contract period?

The contract states that, "if before the end of the term of this contract, a vehicle reaches the usage limit of 130,000 km (as the maximum term, provided for 48 months), this contract will automatically be considered terminated for that vehicle".

The agreement between the parties, when these kilometers are reached, entitles the contractor to take the vehicle in question and the contracting authority must pay the entire rental value for that vehicle. /Osman Staff – Ina Media
