38-year-old Fabio Ballabani (Zyberaj), who is accused of raping and threatening with a weapon the husband of a judge who was reviewing the process against a criminal group, has been extradited from Germany.

Against him, the Criminal Court in 2024 imposed the security measure "Arrest in prison", for the criminal offense "Attacks on family members of a person performing a state duty", committed within the framework of a structured criminal group.

"Citizen FB alias FZ is accused of raping and threatening with a firearm in 2019, citizen KP, husband of the judge who was judging the process involving the criminal group to which the 38-year-old belonged," the police informed.

Fabio Ballabani (Zyberaj) was handed over to the General Directorate of Prisons, for the purpose of carrying out further actions.

A 38-year-old man who, in 2019, raped and threatened with a firearm the husband of the judge in charge of the process against the criminal group he was part of is being extradited from Germany.

As a result of close cooperation between Interpol Tirana structures and their counterparts in Germany, the procedure for the extradition to Albania of the internationally wanted Albanian citizen, FB alias FZ, 38 years old, was finalized.

In 2024, the Criminal Court of Kosovo assigned the security measure "Arrest in prison" for the criminal offense "Assaults on family members of a person performing a state duty", committed within the framework of a structured criminal group.

Citizen FB alias FZ is accused of raping and threatening with a firearm in 2019 citizen KP, the husband of the judge who was judging the process involving the criminal group to which the 38-year-old belonged.

This citizen was handed over to the General Directorate of Prisons, for the purpose of carrying out further actions.

The Special Prosecution Office, on February 15, 2025, sent Emiljano Shullazi for trial, in connection with the serious incident that occurred on April 23, 2023, when the husband of the Judge of the Appeals for Serious Crimes, Saida Dollani, was brutally raped.

SPAK investigations have shown that Shullazi was the organizer and led the attack, trying to influence the trial that Dollani was conducting against him and several others.

 "The defendant Emiljano Shullazi, in collaboration with other persons, with his unlawful and direct actions, intentionally committed during the first four months of 2019, as well as activity materialized on 23.04.2019, 2021, within the framework of a structured criminal group led by him, has attacked a family member of a judge, a member of a panel of judges at the Court of Appeal for Serious Crimes, which was adjudicating a criminal case, among others, also against this defendant. The latter, for this judicial case, had requested the exclusion of this judge,"  the SPAK announcement states.

The incident was revealed through conversations on SKY, where it emerged that the organizer of the rape and subsequent placement of the pistol in the mouth of the judge's husband was Emiljano Shullazi.

The police at the time arrested one person, but he was soon released and then the case for the charge of "Threat against a judge" and the beating of Dollani's husband was suspended by the Tirana prosecution, due to the absence of the perpetrator.

The case was suspended even though initial reports and suspicions created the belief that everything was done from within the prison in order for Saida Dollani to resign from the criminal trial against Shullazi, Gilmando Dani and 4 other people that was taking place at the Court of Appeal for Serious Crimes.

According to the criminal file finalized by SPAK with 50 arrested people, the main people who made possible the brutal beating of Saida Dollani's husband are Emiljano Shullazi, former SP MP Arben Ndoka and Ervis Martinaj.

The judge's husband reported that he was threatened with a pistol in April of last year, while the woman was part of the judicial team of Emiljano Shullazi and his group.

"...at one point I went out to smoke a cigarette from a bar where I was with a friend of mine. At that moment my wife passed by with a friend and her daughter, while a few minutes later a young man about 20-22 years old came. He came straight with a pistol in his hand, knocked me to the ground and pointed the pistol at my mouth and addressed me with the words  "you and your wife don't forget that you have two children in France" . The threat occurred because of my wife's function as a judge in the Court of Appeal for Serious Crimes..." - he stated, among other things.

Saida Dollani left the Shullazi trial, while investigations into the threat case were launched at the Tirana Prosecutor's Office. 10 months later, prosecutor Ida Ahmetlli requested a suspension of the investigation, while the court rejected her request, reinstating her for the continuation of the investigation.

Once again, the case could not be resolved, leading to its suspension. Shullazi's trial was stuck in the Appeals Court, where the latter and his group appealed the first instance decision. Their conviction in the Appeals Court was given without the presence of defense lawyers, while the case is now in the Supreme Court.

Shullazi was sentenced by the First Instance of Serious Crimes and on Appeal to 14 years in prison, while the group received a total of 55 years for creating a group of criminal structures, imposing fines and making threats due to duty.

Part of this group were Emiljano Shullazi, Gilmando Dani, Blerim Shullazi, Endri Zela and Endri Qyqja.
