Who is Hindering the Opening of Online Betting? Here's What the Ministry of
Sports betting

Six years after the closure of physical betting points across Albania, and almost two years after the new law came into effect, sports betting remains a gray area.

Millions of euros are missing from the state budget, while the betting market operates informally.

A large part of the bets may have disappeared, but there are still those that have simply been moved.

By the way, online. From neighborhood billboards, to websites. And although the law banned them, the reality of the market kept them alive.

The approval of the law on online betting and its entry into force seems to have given it the green light. But this process has stalled in the drafting of sub-legal acts.

The Ministry of Finance indicates that the acts are in the drafting process, but delays will continue due to their complexity, thus indefinitely postponing the opening of the competition for licensing companies.

"The bylaws implementing Law No. 155/2015 on online betting are in the process of being drafted. The reasons for their non-approval are due to their complexity. With the approval of these acts, the competition for the licensing of online sports betting will also be opened," the Ministry of Finance states.

Failure to make a decision to fill the gaps in the law has direct consequences on the state budget.

Without bylaws, taxes cannot be collected as required by law, leaving millions of euros uncompensated and fueling informality in the market.

The history of betting in Albania is the story of a circle that tries to close, but continues to open in new forms.

From total prohibition to a possible return, Albanian society is left facing the question: can an addiction that once started as a game be managed ?/ tch
