The prosecutor of Tirana, Genci Qana, returned to duty on Tuesday with the decision of the Special Appeals Board, KPA, which changed the decision-making of the Independent Qualification Commission, KPK, for his dismissal.

The prosecutor of Tirana, Genci Qana, was dismissed by the Independent Qualification Commission on March 31, 2021, after a hearing in which the prosecutor spoke highly of the vetting process with the belief that it would be confirmed.

The decision to dismiss Qana was criticized in one of the few dissenting opinions of its kind, by the observer of the International Monitoring Operation, which considers the KPK's arguments to be "completely unreasonable" and to "corrupt the intent of the law."

According to the international observer Steven Kessler, the decision to dismiss from the KPK was based on "extremely irrelevant" findings and that it was "disproportionate".

The panel of judges of the College chaired by Sokol Çomo, with relator Rezarta Schuetz and members Albana Shtylla, Ina Rama and Natasha Mulaj, after examining in the counseling room on Tuesday the appeal of the prosecutor Qana, unanimously decided to change the decision-making of the KPK and confirmed it in task this subject of reassessment. The decision is final and has immediate effect.

Genci Qana started his career in the justice system in the 90s. He worked as a prosecutor of the Prosecution of Serious Crimes in the years 2003-2007 and as a prosecutor of the Prosecutor's Office of Tirana in the years 2008-2020.
