The Italian government is preparing a new plan to restore the original function of migrant centers in Albania. So, back to the original formula: centers to house migrants caught at sea.
Not only as a repatriation center, the solution the Italian government found a year ago to avoid the migrant camp in Gjadra remaining empty.
The Italian government is working on a new decree, several important sources in the majority confirm to "Repubblica". Approval is expected in June. The first step is expected to be taken in these days.
Tomorrow, the text for the ratification of the new Italy-Albania agreement for "strategic cooperation", signed by Prime Minister Giorgia Meloni and Albanian Prime Minister Edi Rama on November 13, 2024, will arrive in the Italian Parliament.
The draft law will first be reviewed by the Defense Committee in the Chamber of Deputies. The following day, it will be passed to the Budget Committee and then approved by the Foreign Affairs Committee.
The text of the agreement provides for "the effective implementation of the protocol for strengthening cooperation on migration issues", also signed by Meloni and Rama on November 6, 2023. The ratification act states that the parties, namely the Italian and Albanian governments, agree to "further develop cooperation on innovative solutions in view of the entry into force of the European Pact on Migration and Asylum in June 2026".
What does this mean? According to sources from "Fratelli d'Italia", the project aims to return the camp in Gjadra to their original mission. The solution used by the Italian government at the beginning of last year avoided the emptying of the two centers, following court decisions, but also created what the opposition considers a costly paradox: the centers were turned into CPRs, that is, into structures where irregular migrants who are already in similar centers on Italian territory are sent.
The cost of the operation in Albania is already known: 670 million euros for the period 2024-2028.
Precisely for this reason, the Italian executive is preparing another intervention. Also because Meloni, despite the criticism, has not backed down from her statement "it will work", made two winters ago on the stage of Atreyu.
The Italian government awaits the final approval by the European Union of the new Immigration Pact, which according to documents is expected in June 2026. A new decree will follow, and the fastest technical path is being considered, whether by decree-law or ministerial decree, to return to "plan A".
Within the majority, not everyone is convinced that there will not be new obstacles from judges, but there is a belief that the "European shield", along with the list of safe third countries, can withstand the medium term, even in function of the electoral campaign.
It is no coincidence that the draft law on deportations has been submitted for consideration in the Senate, leaving the Chamber of Deputies with a free agenda in the coming weeks to work on new measures for Albania.
The Italian opposition reacted immediately. According to Riccardo Magi of +Europa, “the government must clarify the real content of this agreement, which remains very unclear in the part related to immigration. If the government intends to change the destination of the centers in Albania again in light of the new European pact, then we are dealing with another serious effort to disguise an inhuman failure as innovation.”/ La Repubblica
