The Special Court against Corruption and Organized Crime has upheld the decision to arrest Rexhep Rap, otherwise known as Kep Arapi.

He had filed a request in the Court requesting relaxation of the security measure for health reasons.

The 60-year-old was sentenced to 7 years in prison for organizing illegal immigration.

He was also arrested after the breakdown of the Sky Ecc application, for planning the murder of the citizen Xhevdet Plaku, the assassination planned to be carried out on September 17, 2019, in Durrës, when he was accompanied to the police station by police officer Dedan Gjoni, with the claim that he used an armored car.

SPAK says that Rexhep Rapi, known as Kep Arapi, his nephew, Algert Rapi, Davey Gjermëni, also known as Elton and Sako Gjermëni, as well as police officer Dedan Gjoni, created the conditions for the murder of the Elder, for revenge motives.

Who is Xhevdet the Elder, and why did Kep Arapi have his eye on him and insisted on his execution?

According to the data provided by the show 'In the Saint', the 51-year-old has a rich history related to crime at different times. Known by the nickname 'Akili' but also many others, which he put to use whenever the need arose, he was said to be the leader of an Albanian criminal group based in Italy that was involved in the trafficking of narcotics, from The Netherlands and Belgium, a gang that reportedly divided drug packages based on quality. Quality which also distinguished the names where the purest cocaine was 'Hermes' and then 'Lacoste', 'G4', 'Rolls Royce' and 'Play Boy'.

But to return to his clash with Kep Arapi, it is appropriate to dwell on the murder of his brother, Sali Rapi, in 2000, a murder that is said to have been committed by Xhevdet Plaku together with another person.

According to the daily newspapers of the time in Italy, the execution of Sali Rapi took place on June 10, 2000 in the town of Borghetto. The main accused for this crime, according to the Court of Savona, was Adrian Besnik the Elder, known as 'Niko', at that time 36 years old, who, taking advantage of the lack of a notice, was able to bring him to justice first. While the second accused was the 28-year-old Xhevdet Plaku, known by the abbreviation 'Deti', who, using this bureaucracy, was able to escape.

According to the accusation, 'Deti', together with Adrian Plaku, had killed Sali Rapi, setting up a well for him and shooting him with two shots in the head. Gunfight during which Alfred Hasa was also seriously injured, where the investigators had their suspicions that the killing happened as a result of disputes between 'gangs' for what is known as the control of the street prostitution market along Aurelia. But even though he was extradited from Albania to Italy to serve the sentence for the murder of Sali Rapi, in 2003 an unforgivable mistake by the court of Genoa once again released Xhevdet Plaku into premature freedom, thanks to a bureaucratic error.

"He was extradited from Albania because he was responsible for the murder of a compatriot in 2000 in Borghetto Santo Spirito. But since Friday, Xhevdet Plaku, 33 years old, is free again, due to a mistake by the justice bodies. In fact, the Genoese judges of the Court of Review did not receive the trial documents in time from the Court of Assizes, which had issued the order for the security measure in the prison, and they had no choice but to order his release. So the foreigner left the Sant'Agostino prison on Friday shortly after 15:00, with around 280 euros in his pocket and has since disappeared. So the request for the arrest of Deputy Prosecutor Danilo Cecarelli for that brutal crime of June 11, where 32-year-old Sali Rapi was killed with two shots to the head, proved useless.

But the murder of Sali Rapi in Italy in 2000 is not the only one attributed to Xhevdet Plaku. On the evening of June 24, 2003, he is said to have shot and killed citizen Saimir Sina in the village of Sina in Durrës, at the door of his apartment, in front of his brother and a person accompanying him. The whole genesis of the clash between the two friends who then turned into enemies, was born because during the time Xhevdet Plaku was in Italy, Saimir Sina had deceived his girlfriend, telling her that he would take her to him and had used her for his purposes prostitution", the Italian media write.
"The defendant Xhevdet Plaku and the deceased Saimir Sina are residents of Ward no. 15, Spitalle, Durrës and they had company with each other. Since the defendant Xhevdet Plaku was an immigrant in Italy and the deceased Saimir Sina was aware of the fact that he had a girlfriend with the citizen Nertila K, benefiting from his personal acquaintance with Nertila, he proposed to her to take her illegally to Italy, with the intention of joining her lover.

Nertila K. accepted this proposal and in July 2001 Saimir Sina together with another person took her to Italy, but not to the destination they agreed on, but to Rome where they forced her to practice prostitution. on their behalf", the decision of the Supreme Court states.

But Xhevdet the Elder seems not to have forgiven his friend for his betrayal and at the same time the humiliation he had caused his girlfriend, taking her out on the street in Italy to become a prostitute. He waited until Saimir Sina was released from prison. And only days after he left the cell, he went to her apartment, where after a short argument, he shot her to death, thus putting in place the defiled honor of his girlfriend, but also his own. Letting his girlfriend understand that this form of revenge was also a message, that he had no hand in the diabolical plan that Saimir Sina implemented by exploiting her, using Xhevdet's name.

"Nertila K, upon returning to Albania in December 2001, filed a criminal report for the above incident. The Court of the Judicial District of Durrës with the decision no. 299, dated May 29, 2003 has declared the citizen Saimir Sina guilty for the criminal offense of 'giving assistance for illegal crossing of the border' committed in cooperation and has sentenced him to 1 year and 6 months jail.

The defendant Xhevdet Plaku, after becoming aware of Saimir Sina's actions towards his girlfriend, decided to take revenge, a plan he concretized a few days after Saimir's release from prison.

Exactly on June 24, 2003, around 9:00 p.m., after having watched and guarded him for several days, the defendant went in his 'Seat' type car near the apartment of Saimir, who at that moment was accompanied by brother and some other friends", the decision of the Supreme Court states.

According to the evidence, it turned out that the defendant called the victim and after a short verbal argument, at the moment when he started to leave, Xhevdet Plaku shot him three times with the pistol that he was carrying without a permit, caused death. But Xhevdet the Elder, just as he raised his gun and shot at his opponents, or those who betrayed him, was also the victim of assassinations, he is said to have survived another assassination, this time in Spitalle in Durrës. Rexhep Rapi's people are suspected to be behind it.

On January 20, 2001, in neighborhood no. 15, Spitalle, Durrës, citizen Xhevdet Plaku, who was traveling with the vehicle with license plate DR 7853 A, was shot by unidentified persons. From the evidence gathered at the scene, it is suspected that there was an ambush organized by people using a Benz vehicle with license plate SH 0848 A, against the person traveling in a Benz vehicle with license plate DR 7853 A. These vehicles were found abandoned at the scene of the incident . In the vicinity of the Benz type vehicle with license plate SH 0848 A, 38 cartridges fired from the same weapon were administered by the investigative group, so according to the investigative group, Xhevdet Plaku responded to the assassins, the reason for which he was sentenced for possession of a weapon without a permit.

"From the expert report, it was found that all 17 cartridges found in the seats of the vehicle with license plate DR 7853 A, in which the defendant Xhevdet Plaku was traveling, are from the weapon he used. At the time he was attacked, he was alone in the car. The investigation of the case revealed that in this event there was an exchange of fire using two types of weapons, an automatic and a pistol, and that the pistol was fired from inside the car of the defendant Xhevdet Plaku, as there are 17 holes in the car window, pointing from inside and outside, corresponding to the 17 cartridges found in the car," the investigation file states.

But although this event has been more than 20 years since it happened, it has still remained unsolved and without a perpetrator, while the old grudge between the Elder and the Cape on the one hand, has only been kept extinguished, as new discoveries, show that the blood is not only not forgiven, but they are kindled from time to time.

Let it be above the attention of public opinion, as in the case of Commissioner Dedan Gjoni, who was recruited to ambush Xhevdet Plaku on behalf of Kep Arap.
