The Assembly of Albania has made an analysis of the budget for the period January-August 2024, where it is clarified and calculated what the people's elected representatives have spent.
The expenses are in all areas, from plane tickets, hotels, meals, and even press conferences.
In total, the Albanian MPs have exceeded the initial forecasts by spending in 8 months 70 percent of the total budget for 2024.
Compared to the same period last year, the expenses for their salaries and social security have more than doubled.
From 227.4 million ALL in January-August 2023, this year 736.4 million ALL was spent on the salaries of MPs.
"With this progress, 5-6 million additional budget will be needed for this item. For the 8-month period, 105 orders were issued for travel abroad, for the travel of a total of 339 people, of which 212 MPs, 25 political staff and 122 administrative staff," the Assembly notes in the report.
For expenses that are sanctioned in the Status of the Deputy, which include per diems within the country, fuel/transportation expenses, telephone expenses, apartment rent against certain conditions, as well as fees for participation in committee meetings (up to a number defined in the decision) are spent 235 million new ALL.
Expenses for travel abroad
57 million ALL have been planned for the entire year 2024, while in 8 months, 40 million, or 70% of the annual plan, have been spent on this item. With this progress, 5-6 million additional budget will be needed for this item.
For the 8-month period, 105 orders were issued for travel abroad, for the travel of a total of 339 people, of which 212 MPs, 25 political staff and 122 administrative staff. For these trips, 7 million lek per diem, 17 million lek tickets and 16 million lek hotel and other expenses (such as taxi, translation, car rental, participation fee) were spent.
Conference expenses
9.8 million ALL have been planned for this item, while nearly 7 million ALL, i.e. 71% of the budget, have been spent in the 8-month period," the report states.
Parliamentary committees have also had their own expenses. At the request of the relevant committee and with the decision of the Bureau of the Assembly, experts in the field were contracted for assistance and expertise. From ALL 3.5 million for these payments, ALL 13 million were spent in 8 months. So 3.7 times more than planned.
"For the year 2024, two investigative commissions and a working group have been established by the Commission for Legal Affairs, Public Administration and Human Rights. The investigative commissions have approved to support their activity by 4 experts each, while the working group at the Law Commission approved 6 experts, for whom there were no planned funds," the report also states.
But the year is not yet closed, so the expenses for the months that are not calculated in the report are expected to weigh down the "calculation" of the state budget.
