The Minister of the Interior, Ervin Hoxha, in the Disinformation Commission, focused on the dangers posed by hybrid threats and especially Russia's influence in the Western Balkans region.

Hoxha described the spread of hybrid threats as a serious challenge for national security and democratic order. As a member of NATO, the Minister of the Interior says that Albania has the ability to prevent, counter and respond to hybrid attacks as a major priority.

"The spread of hybrid threats presents a serious and complex challenge for the security and stability of democratic countries. Albania, as a country interdependent on economic, regional and global developments and being a member of NATO and a candidate for the EU, considers the ability to prevent, oppose and respond to hybrid attacks as a major priority in order to maintain order and security national, social cohesion and guaranteeing the continuity of all national security services.

Thanks to advanced technology and globalization, forms of hybrid warfare have become more sophisticated, combining military and non-military means, covert methods and the use of disinformation through cyber attack, economic pressure and conditional investments in order to destabilize the democratic order. and social and the dysfunction of state institutions. The UK has deemed it necessary to take measures for prevention, protection and effective response to these threats. There is a common assessment of the institutions in the face of hybrid threats that requires an integrated and inter-institutional approach, the coordination of all state structures and agencies engaged in the field of security at the national and international level.

In this context, the increase in stability in the critical information infrastructure, the strengthening of capacities for the detection and prevention of hybrid threats through investments in technology, the education of the public and the strengthening of democratic institutions remain vital for the fulfillment of strategic objectives for facing this challenge , said Hoxha. .

Focusing on Russia's influence, Hoxha pointed out that Moscow is among the main actors of hybrid campaigns in the Western Balkans region. He added that a significant part of Russian propaganda is spread in the Serbian language. Hoxha says that Russian propaganda does not come directly from Moscow, but is distributed through its 'satellites' in the Western Balkans.

As for Albania, the interior minister says that our country is less affected by this hybrid campaign of Russia. But anyway, Hoxha admits that portals in the Albanian language have been added to the Russian disinformation infrastructure in the region, but according to him, with a very limited impact due to the low audience.

"The main perpetrators of hybrid campaigns and their main forms in cyber attacks, as well as any other gray area activity, are state actors and organizations sponsored by them, and less non-governmental business organizations. At the global level, it is widely accepted that the main actors of the hybrid war are four main states, Russia, China, Iran and North Korea. In the countries of the Western Balkans, among the most active countries in the hybrid war is Russia. The Western Balkan region is divided and competitive and political forces operate in it. Russia has increased its presence and influence in the region by opposing and delaying the European integration process of these countries through political and economic influence. It is accepted that Moscow's political propaganda does not come directly from Moscow, but comes repackaged in the same way as if it came from there and distributed through its satellites in the region. 90% of this Russian propaganda is done in the Serbian language. Albania is less affected and less influenced by this hybrid campaign of Russia and its satellites in the region. Recently, it is estimated that portals in the Albanian language have been added to the Russian disinformation infrastructure in the region, they continue to have limited visibility and permissibility and a small number of clicks ", continued Hoxha.

The minister also touched on Iran's cyber attack on Albania in 2022, saying that thanks to cooperation with international partners, such as the FBI and Microsoft, the consequences of this attack were minimized. Hoxha said that even during the 2023-2024 period, Albania has faced other cyber attacks.

In July 2022, Albania fell prey to attacks organized by a group of hackers originating from Iran. The objective was to disrupt government services and block websites of national services. Thanks to the cooperation with international partners, the FBI and Microsoft, the minimization of the damage caused by this attack increased. During the period 2023-2024, Albania has faced other cyber attacks on its critical information infrastructures. In response to the new forms of threats appearing also in the context of respecting the commitments as a NATO member country, Albania has given special importance to the strengthening of the strategic legal framework. Our country has a complete legal framework in the field of national security and for containing, protecting and responding to attacks of a hybrid nature ," continued Hoxha.

To face the hybrid challenges, Hoxha emphasized the importance of an integrated and inter-institutional approach, investments in technology, public education and strengthening of democratic institutions. He emphasizes that cooperation with international partners remains key to national security.
