Hita: End of detentions without cause, police move into the era of control with
Skender Hita

The Director General of the State Police, Skënder Hita, declared today, June 19, that the time of unwarranted stops and what he described as "fine hunting" is over, emphasizing that the State Police is implementing a new approach to road traffic control.

During a public statement, at the Road Safety event, organized by the State Police in collaboration with EVU (European Association for Accident Analysis), Hita focused on an initiative that, according to him, aims to modernize the method of monitoring and controlling traffic.

"I want to focus on an important initiative we have undertaken regarding the way we control road traffic. The time of unwarranted stops or 'fine hunting' is over. Today, the State Police has entered the era of intelligent actions," he said.

The Head of the State Police also emphasized the fight against driving under the influence of alcohol and narcotics, considering this one of the greatest risks to road safety.

"Anyone who drives under the influence of alcohol and drugs is not simply driving a car, but a weapon that risks taking lives," Hita declared.

The full speech of the head of the State Police:

Honorable representatives of EVU, Honorable Director of the General Directorate of Road Transport Services, Honorable experts in the field of road safety, representatives of insurance companies, driving schools and educational institutions, colleagues and guests,

It is a great pleasure and a special responsibility to welcome you today to this joint event with the European Association for Accident Research and Analysis. Your presence here proves that road safety knows no borders and that our challenges are common.

Road safety is not simply an institutional challenge. It is a shared responsibility, a moral obligation and a guarantee for the life of every citizen who travels on the road.

Today we are not here for another awareness-raising activity, but for something much more precious, for life. Every loss of life in our accident statistics is not just a number, it is a life interrupted in the middle, it is a family hurt. Drivers of vehicles, motorcycles and pedestrians must be aware and rigorously enforce traffic rules, as the road is not a race track, but a space for coexistence where the responsibility of each of us determines whether we will return home safely, to our people, or not.

In order to fulfill one of the major priorities of the State Police, namely increasing road safety parameters, I would like to focus on an important initiative we have undertaken in the way we control traffic. The time of unwarranted stops or "hunting" for fines is over.

Today, the State Police has entered the era of intelligent monitoring. Our new strategy is based on the principle that technology, not intuition, determines the culprit.

Through intelligent tools such as “Poliscan” devices, high-quality drones and automatic radars, we identify violations in real time without disrupting the flow of traffic and without creating unnecessary stress for regular drivers. This is an important step towards more professional, more accurate and more transparent policing, but technology cannot save us if awareness is lacking. Therefore, I take this opportunity to make a call to all drivers:

-Speed kills. Don't rush to arrive a few minutes early, risking never arriving or arriving crippled!

-Wrong overtaking is a game with life;

-A cell phone at the wheel blinds you for seconds that could be fatal, and above all

-Alcohol and other substances have no place behind the wheel! Anyone who drives a vehicle under the influence of them is not driving a car, but a weapon that risks killing lives.

Equally important is the dimension of prevention and education. Awareness-raising messages for drivers are essential to change behavior on the road and increase public awareness.

Cooperation with educational institutions plays a special role in this process. Students and young people are the generation that shapes the future culture of road traffic, so educating them from an early age is the most important investment for a safer Albania.

This is why we are strongly collaborating with educational institutions, because our children and students have an extraordinary awareness-raising impact. When a child tells a parent in the car, “Fasten your seat belt!” or “Stop talking on the phone!”, that message is worth more than dozens of police fines.

This activity takes on even more specific importance today, as we are at the peak of the tourist season and road safety has a special importance in the smooth running of this season, despite the fact that in recent years Albania has been in tourist season almost all year round.

For this reason, the State Police is on full alert. We have drafted detailed plans of measures to manage the large flow of vehicles that multiply during the summer. Our focus will be maximum on traffic hotspots, on coastal and tourist routes, enabling increased road safety parameters, easier traffic flow and a more welcoming and professional service for every citizen and tourist who chooses our country.

Dear guests,

Neither the State Police nor intelligent technology can win this battle without everyone's contribution. Road safety is a social contract where everyone has a part of the task.

It is the contribution of pedestrians, who must respect the white lines and overpasses.

It is the contribution of motorcyclists who must wear helmets, and of drivers who must respect the right of way and strictly enforce road traffic rules.

It is a contribution of driving schools, which should not just put people with licenses on the road, but responsible drivers.

It is a contribution of schools, of every parent, of responsible institutions and of the entire society. Every citizen must understand that road safety begins with personal responsibility.

By each doing their part, sharing the best awareness-raising experiences, like today's with EVU, and increasing inter-institutional cooperation and cooperation with citizens, we will have safer roads and more lives saved.

Thank you!
