The story of the 'horror' of Vlora that died: From the hostage-taking

The Directorate of Prisons announced today the death of Fotaq Zaharija in QSUT, while he was being treated under intensive care in Reanimation for respiratory problems from August 16, which he could not overcome.

The man sentenced to a quarter of a century in prison for robbery and hostage-taking after the riots of 1997, was first admitted to the Prison Hospital on July 22 and then to the "Mother Teresa" Hospital Center.

Fotaq Zaharia, considered during the years 1997-2007 as the strongman of Vlora, due to the robberies and hostage-taking he carried out, passed through the OFL's financial verification sieve four years ago.

He also fought a long court battle due to the request for mandatory hospital treatment, as a result of his poor health and paralysis of the leg. Zaharia was injured in the arrest operation 17 years ago and this injury caused him subsequent health complications.

On June 17, 2001, Fotaq Zaharia, together with Ermir Habili and Armando Bega and Haxhi Hoxha, escaped from the detention rooms of the Vlora Police Station, where they were under security measures "prison arrest" suspected of having committed several criminal offences, such as "theft" and "kidnapping for profit".

Zaharia, at the time when he was free, had also returned to the terror of Vlora, but the prosecution managed to prove the charge of armed robbery, hostage-taking of the wife of a businessman in Vlora and "premeditated murder", remaining in the attempt against to the head of crimes in Vlora, Gentian Musabelliu.

Injury in 2007 during arrest operation, requests for release and winning the trial in Strasbourg

In July of last year, Fotaq Zaharia started a new legal battle in the Supreme Court, where he requested medical treatment and surgical intervention for his paralyzed leg.

Claiming that he is in inhumane and degrading conditions, the person convicted of robbery and hostage-taking in Vlora demanded his freedom. He was wounded in the leg the day he was arrested in the exchange of fire with the police, in 2007, while in 2022 he was compensated with 13 thousand euros by order of Strasbourg. His claim related to the wound on his leg and the lack of a surgical intervention despite the decisions of the courts.

Through an appeal to the Supreme Court, Zaharia claimed that "keeping in inhumane and degrading conditions, the incompatibility of the health condition with imprisonment, endangers health and life".

In January 2007, when he was arrested, he was one of the 10 most wanted persons in Albania, as in the action he injured the head of crimes in Vlora at that time, Gentian Musabelliu.

Fotaq Zaharia was detained in his mother-in-law's apartment in Vlora, and from the exchange of fire with the police, he was injured. Under the terms of the arrest, he underwent hospital interventions for the leg wound, but did not fully recover.

In 2015, the Court of Kruja ordered a second surgical intervention as the metal part placed on his leg was damaging him. The non-enforcement of the decision went to the Strasbourg Court, and in 2016, this court temporarily ordered its execution. But the case was dragged on and continued in Strasbourg, where he won compensation.
