Elvin Gogaj, Adnand Xholi, Doloreza Musabelliu and Klodian Braho are the 4 SPAK prosecutors who have so far submitted to the High Prosecutorial Council (KLP) the application for candidate for the position of head of the Special Structure Against Corruption and Organized Crime (SPAK).
The first to submit the application yesterday was Elvin Gogaj, while today Xholi, Musabellliu and Braho have also filed their requests.
The deadline to join the race is today, while applications are open in September, 3 months after the end of the mandate of the current Chief Prosecutor, Altin Dumani. New in these elections is the first candidacy of a woman, Doloreza Musabelliu, who is running for the position of Chief Prosecutor of SPAK.
Altin Dumani was elected head of SPAK on December 18, 2022 and is the second prosecutor to head SPAK since the establishment of the Special Structure, after Arben Kraja. The chief prosecutor's mandate is 3 years and without the right to re-election.
The selection of the head of SPAK is based on experience in sensitive issues of corruption and organized crime; leadership skills, vision or credible plan for organizing the Prosecution Office, the public image of his career, etc.
After verification of the prerequisites, the Career Development Committee, no later than 10 days from the closing of the candidacy period, presents for approval at the plenary meeting the list of candidates who meet the candidacy requirements.
Voting for the head of the Special Prosecution Office becomes open and nominal, and the new head is elected by the candidate who receives the most votes in the Council, so it is enough for him to receive one more vote than the other candidates.
In the event that two or more candidates receive an equal number of votes, the Council, with the participation of all members present, conducts a second vote between the candidates with an equal number of votes.
