On July 7, 2025, a citizen followed Prime Minister Edi Rama for a few minutes during a visit to Vlora. At that time, the Prime Minister told the woman not to follow him. "Go away! I know you're in trouble, so go away," the Prime Minister told her, as he authorized staff members to take her complaint and provide her with a solution.

But, more than 3 months after that incident, no person or institution has provided a solution to the problem. Mrs. Merushe Gavani addressed the show "Fiks Fare" so that her voice could be heard again. "I have nowhere to leave the apartment. The neighbor, whose name is Helidon Gjikoka, has blocked my way. We have been in this apartment for more than 70 or 80 years.

"This is the 'Partizani' neighborhood, an old neighborhood of Vlora and very close to the municipality. I don't know how the neighbor did it, but he's blocking our historic road that we used to go in and out of," says Merushja.

According to her, if they are going to open the gate, some boards have been placed on the other side. Fiks Fare's camera filmed the Gavani family's apartment, which now has no way to enter or exit the apartment. "Now that I am old, I have to go through the next neighbor's toilet to enter and exit the apartment. My husband is sick, paralyzed. I have only asked the state for one way," she claims.

After the complaint, Mrs. Merushe and her son inquired at the Municipality of Vlora. They asked for a way to the apartment. At the Municipality of Vlora, they were told that they should inquire at the Municipal Police and the Inspectorate of Territorial Protection of Vlora, as they are the institution that deals with this problem.

The woman and her son then go to the Municipal Police and the IMT of the Municipality of Vlora. They meet the employees and tell them the problem. The employees tell them that they should inquire at the Municipality of Vlora, at the Urban Planning Directorate. “They are from the Gjikoka family,” the citizen tells the employee, while the latter asks who they are. “They are the ‘strong’ ones, the ones who blocked our way,” the citizen then replies.

The employee tells her that's why the institutions are afraid to intervene. "No one goes, so they harass you. Go to the municipality and file a complaint with the protocol. Complain that I want a road. They are afraid to intervene," the employee tells her. Meanwhile, the mother and son inform the employee that the neighbor is doing construction work. "I don't have a patrol now, because they are removing the signs.

"They will come on Tuesday (in a few days)," she says. "Just hanging around, I asked the prime minister for a solution, but they took me back to the Municipality of Vlora," the citizen claims.

Then, the Fiks Fare group goes to the neighbor, Helidon Gjikoka. In front of his 3-story apartment, he was carrying out works, even next to the Gavani family's wall. He tells Fiks Fare journalists that they have been in court with the Gavani family, where he has also won a decision for property infringement.

Fiksi also asks for property documents, while Helidon Gjikoka also provides a property certificate. However, the attached map shows that the Gjikoka family's property does not extend to the Gavani family's wall, but there is a road. He says that the certificate says that it borders the Gavani family.

The journalists ask him whether or not he has a building permit for the works he is carrying out (gravel paving, large concrete slabs, sidewalk slabs). He says that he went to the Municipality of Vlora and they told him that they only need a declaration. He made the declaration a few days ago, while Fiksi asks him whether there is any decision from the Municipality of
Vlora regarding its approval or not after this declaration.

"I didn't know that approval was needed. I don't have one yet," he says. Fiksi asks him where the Gavani family lived before the '90s. He says that it was on this road, but he became the owner after the '90s, where he also did the construction. "I have a certificate," he says, while the journalists inform him that he is laying the yard next to the family's wall, when the certificate doesn't say it's next to the wall.

"Now, if they don't cross over to the other side, because it's theirs, or open a road next to the palace, I'll let them," he concludes.
