The Constitutional Court will not consider in plenary session the request of Aleksandër Laho, known as 'Rrumi i Shijakut', to annul the decision of the Supreme Court that upheld his 2-year prison sentence.
' Rrumi ' stated that the decision of the Criminal College was incompatible with the Constitution and required a retrial of the case.
On July 23, 2025, the Special Court of Appeals reversed the decision to sentence 'Rrumi' for the alienation of 45 thousand m2 of land in Lalzi Bay, sentencing him to 3 years in prison, which according to the summary judgment is reduced to 2 years.
He pleaded guilty to the criminal offense of "Active corruption against persons exercising public functions", committed in collaboration.
In June of this year, SPAK completed the investigations and sent the case against him and seven other people, accused of an organized scheme to alienate state property in Durrës, for trial.
According to SPAK, investigations have proven that Laho and his brother Vullnet Muça created a structured criminal group, which also included Cadastral officials.
Laho is accused of giving the State Attorney's official, Irgen Kërçuku, 600 thousand lekë and promising him another 300 thousand lekë, to not appeal a property case related to the alienation of 45 thousand square meters of public land in Lalzi Bay.
The lawsuit on this issue was filed with the prosecution by Pal Secuni, who at the time was complaining about the decisions of the Durrës Mortgage Board regarding the alienation of property.
