Refik Halili

Refik Halili's more than year-long nightmare for ownership of the Tirana Football Club has come to an end, after the High Court dismissed the case that required the auctioning of 66 percent of the blue-and-white club's shares owned by the company "Halili shpk".

The decision was taken by the Supreme Court on January 29, 2025 and was reflected in the National Business Center on March 11, 2025, stating: "Deposit of order No. 912/55 Prot., No. 912/D dated 03.03.2025, issued by the Private Enforcement Office "ALBASE" shpk, with bailiff Baftjar Nela, protocoled by the National Business Center with no. 4684, dated 06.03.2025, where it was ordered: Lifting the seizure of the 66% shares belonging to the company "Halili" shpk of "Tirana Football Club" sha, after the debtor's lawsuit was accepted with civil decision No. 11217-01656-00-2017, dated 29.01.2025 of the Supreme Court."

With this decision, KF Tirana has free shares and free bank accounts, with no obstacles to registering for international activities, as long as they succeed on the field.

History

A bailiff's office had blocked 'Halili shpk' shares in the club in April 2024 due to obligations to third parties and had officially put them up for sale. At the time, the company in question announced that 66% of the shares were for sale, with an initial value of around 161 million lekë.

The blockage had come from the numerous different obligations that the owner of KF Tirana had over the years towards third parties, who had won consecutive trials and were awaiting the implementation of the decisions.

In April-May 2024, the sale of Tirana club shares by an enforcement company, which had blocked the shares owned by "Halili shpk", failed. As announced by the enforcement company, the first auction closed without a winner, because there were no bids.

"Halili shpk", the owner of 66% of the shares of KF Tirana with president Refik Halili, after the first auction, addressed the Court of General Jurisdiction of First Instance, Tirana with a lawsuit, the object of which is the suspension of the execution of the decision that the "Preza" family has won.

In the lawsuit, the plaintiff claimed for a revaluation of at least the shares that the bailiff has put up for sale for 1.6 million euros. Likewise, "Halili shpk" opposed the actions of the bailiff, who had started the sale of KF Tirana shares at auction.

DEBT - The debt that would be enforced and that led to the possible sale of the shares is an obligation that the company "Halili shpk", owned by Refik Halili, has towards a person, citizen Abedin Treza (Preza). As the National Business Center reports, on September 13, 2019, citizen Abedin Treza (Preza) has blocked 66 percent of the shares owned by Refik Halili in KF Tirana.

CONCLUSIONS - After the latest decision by the Supreme Court, KF Tirana is released from sequestration and 66 percent of the shares are returned to Refik Halili, while 34 percent are owned by the Municipality of Tirana.
