The Ombudsman has made public a preliminary report of these four days of protests, identifying several issues that he considers unacceptable and says that an immediate response is required from the State Police and other responsible institutions.
"During these days, we have received complaints about police officers in civilian clothes without identification marks. This issue will be reviewed with priority. The rest of the complaints were related to the use of violence during escorts, failure to provide medical care and exceeding the deadlines for security measures," said Endri Shabani.
Also, director Endrit Shabani indicated that in all inspected police stations, the facilities were over capacity.
"Conditions in the Security Block are unacceptable. We found detainees sleeping two to a bed, or on sponges on the floor. Blankets and heating are lacking. Drinking water was provided by family members. Soap and toilet paper are lacking. Medical service is partial in the face of numerous demands," the report states.
The Ombudsman emphasizes that during inspections, they have identified detained minors who were interrogated without the presence of their parent or guardian and psychologist. This does not comply with the requirements of the law and international standards for the protection of children.
"We have seen people with visible signs of violence. For 26 people in the Security Block, the allegations and signs were reflected in the records of the findings. The records of the escorts had deficiencies in the complete recording of information," the report continues.
In his speech, Endrit Shabani requested from the State Police full identification of employees in every operation and separation of minors from adults, in every case and at all times. From the Ministry of Interior, he requested immediate improvements in the Security Block: water, food, beds, heating, hygiene and a doctor at all times.
The Ombudsman's Speech
Dear journalists, thank you for coming.
Today we will provide you with the preliminary findings of the monitoring that the National Mechanism for the Prevention of Torture, under the Ombudsman, has conducted during the protests of these four days. I want to emphasize that these are preliminary findings. Each case is being verified one by one.
First, I would like to explain the mandate of the Ombudsman and the Mechanism. The Mechanism has the legal right to visit without notice any place where a person is deprived of liberty: police stations, detention facilities, pre-trial detention centers and health institutions. The Ombudsman also examines complaints of abuse by any public body, including the State Police.
Ankesat. Gjatë këtyre ditëve kemi marrë ankesa për punonjës policie me veshje civile pa shenja identifikuese. Kjo çështje do të shqyrtohet me prioritet.
We have seen people with visible signs of violence. For 26 people in the Security Block, the allegations and signs were reflected in the records of the findings.
The escorted persons' registration books had shortcomings in the complete recording of information.
In view of the above, we request from the State Police full identification of employees in every operation and separation of minors from adults, in every case and at all times. From the Ministry of Interior we request immediate improvement in the Security Block: water, food, beds, heating, hygiene and a doctor at all times.
In closing, I would like to reiterate the call once again: any person who has suffered violence or harm, citizen, protester, business owner or police officer, can turn to the Ombudsman. The NPMT will continue monitoring on the ground.
Thank you. I'm ready for your questions.
