International law firms publish report on Veliaj: There is no risk of escape!
Erion Veliaj

The two law firms Kasowitz LLP based in New York and Mishcon de Reya LLP based in London, which represent Erion Veliaj, the mayor of Tirana, have published a new report regarding the arrest of Mayor Erion Veliaj.

The updated report describes Veliaj's detention as political persecution of the mayor of Tirana, and "examines the obvious and inappropriate political motivations underlying SPAK's case against him."

According to the Report, Veliaj is being held in custody, although he does not pose a flight risk, nor does he pose a risk of obstructing the SPAK case.

The report states that Veliaj's unjustified detention has served as a pretext to remove him from office in an unconstitutional manner. The report also expresses concern that the case against Veliaj is a political persecution designed to politically eliminate him.

Below is the full statement from the law firms Kasowitz and Mishcon de Reya:

Kasowitz LLP (New York) and Mishcon de Reya LLP (London) announced today the publication of an updated Veliaj Report, entitled “Report Concerning the Political Persecution of Erion Veliaj, Mayor of Tirana.” This report updates the “Report Concerning the Unjust Detention by SPAK of a Democratically Elected Mayor of the Capital of Albania: Erion Veliaj,” which the law firms had published on June 24, 2025.

The Veliaj Update examines the apparent and inappropriate political motivations underlying the SPAK case against Tirana Mayor Erion Veliaj. According to the report, over the course of eight months, key events have created the undeniable impression that SPAK’s criminal investigation into Veliaj is no ordinary investigation. Mayor Veliaj has been held in pre-trial detention since February, despite the fact that he does not pose a flight risk, a risk of obstructing SPAK’s case, or a risk of repeating the alleged acts for which he is accused. According to the report, the fact that Mayor Veliaj was denied parole – while 17 of the other defendants charged in the same case were released on minimal conditions – illustrates the stark disparity in the way he has been treated by the Albanian authorities.

Furthermore, the Veliaj Update Report notes that recent political developments have heightened concerns that the Mayor Veliaj case is a political persecution designed to remove him, in violation of the Albanian Constitution, from his duly elected position as Mayor. In September, the Tirana City Council - citing Mayor Veliaj's involuntary detention - dismissed him from office. As the report notes, this decision, followed by an announcement by the President of the Republic to hold new elections to replace Mayor Veliaj, created the impression that Mayor Veliaj's unjustified detention served as a pretext on which the Albanian authorities sought to unconstitutionally remove him from office and deny the citizens of Tirana the right to self-government. While the Constitutional Court has, for the time being, stayed any such action pending the outcome of Mayor Veliaj’s appeal challenging the City Council’s decision, the Veliaj Update Report examines the consequences of this constitutional crisis. One of the report’s observations is that Mayor Veliaj’s case is a clear example of Albania’s commitment to due process being called into question. According to the report, the recent political maneuvers to remove him from office have violated Mayor Veliaj’s presumption of innocence and deprived him of his liberty and office – all before his trial has even begun.
