The CEC has accepted the denunciation of the Albanian Helsinki Committee and ordered the ban on the reposting of the activities of the Ministers, as it constitutes a waste of public resources.

AHC, within the framework of monitoring the pre-election process for the local elections of May 14, 2023, has again addressed the CEC with a denunciation of the misuse of public resources in the function of the electoral field.

More specifically, after an anonymous alert from a citizen, KSH was informed that the Local Education Office of the Korçë District, but not only, through an Excel table, have requested from the secondary and 9-year schools of the respective district, information regarding with the activities of the official addresses in social networks of these educational institutions, among other things, information on the number of re-posts that the official addresses of the schools have made from the posts of the profile of the Minister of Education and Sports.

KSh was committed to further investigate this issue by identifying a high number of re-postings by some ZVAs, which have jurisdiction over pre-university educational institutions in Korçë, Maminas, Dibër, Kamëz, etc., from where it was noticed that they had re-posted posts on the personal profile of the Minister of Education and Sports, even in cases where activities were posted on her profile openly in favor of the election campaign and support of the candidates designated for mayor.

These evidences were made available to the Commissioner in today's public session, which was also attended by representatives of the institutions involved.

After the submissions of the AHC, the Commissioner assessed that in this particular case we are facing an administrative violation of the Electoral Code and concluded that since the personal profiles of public officials in our country, such as ministers, are also used for the purposes of the election campaign and not only promotion of the work of the institutions they represent, the CEC will order to prohibit the re-posting of the activity on social networks of the personal profile of each Minister.
