Hasi is cleared of immigration, but the campaign is stuck on accusations of vote

On April 18, members of the electoral staff of the opposition coalition "Bashke Fitomje" for the municipality of Has stopped the son of the socialist candidate, while he was driving a goods van with food packages with the inscription "State Material Reserve".

The parties gave different interpretations to the event. Miftar Dauti, candidate of the coalition "Bashke Fitomje" led by Sali Berisha and Ilir Meta, sees this as proof of the efforts of the opponents in power to buy votes.

"I didn't want the incident. I was forced to denounce them in order to create trust in the electorate," said Dauti, who is also the local leader of the democratic group known as "Re-establishment".

The socialist candidate for the municipality of Has, Beqir (Halit) Mula, denies the accusations. Although he cannot provide any proof, he accused the opponent of buying votes.

"My opponent has as his only weapon buying votes and denigrating me and intimidating the voters," Mula told BIRN.

Accusations of vote buying opened the door to the campaign in the municipality of Has, where both candidates hope to win.

The municipality of Has is the only one in the Kukës region that was won by the socialists in the race in 2011 and has been under their management since then. However, in the last elections, the opposition received about 2,000 more votes than the majority.

The municipality enters the small units, where the population has been eroded by mass immigration. The head of the CEAZ, Sahit Jaku, told BIRN that they expect about 8,000 voters - less than half of those who are registered.

While Hasi has suffered for years from mass emigration, mainly to the United Kingdom, the candidates do not seem to have any hope of stopping the departures. In contrast, the opposition candidate says he has just returned from a meeting with around 600 Hasian immigrants in England, who he says have offered him support.

"Hassians in England are very connected to their homeland. I was surprised with the meeting I had with them in England. There were about 600 people at the meeting. Many of them were willing to co-finance various projects with the municipality of Has, said Dauti.

Kandidati i opozitës thotë se ka projekte zhvillimi për Hasin, duke listuar ato për energjinë eolike (të erës) dhe zhvillimin e blegtorisë, kryesisht atë të dhisë së Hasit. Por njëkohësisht, ai premton përmirësim të marrëdhënie ndërshtetërore me Kosovën dhe hapjen e pikë-kalimit të ri kufitar dhe lidhjes me rrugë të Pogajve me Gorozhupin e Hasit të Prizrenit.

Në krahun tjetër, kandidati socialist Mula premton një Has digjital. Ai thotë se në 6 muaj do të krijojë hartën digjitale, ku bashkia të marrë nën kontroll territorin si dhe do të marrë pronësinë e tokave djerrë të krahinës. Edhe Mula premton se do të zhvillojë parqe të energjisë së erës.

“Më pas të thithim investime në tokat djerrë si për parqe eolike dhe fotovoltaike,” thotë kandidati.

Të dy kandidatët kanë premtime të mëdha edhe për të ndihmuar blegtorinë dhe bujqësinë e rajonit. Mula premton dyfishimin e krerëve dhe sipërfaqes së mbjellë dhe thotë se do të apelojë në ndihmën e Agjencisë së Zhvillimit Bujqësor dhe Rural, AZHBR.

Edhe pse zona e Hasit ka qenë e njohur si një ndër zonat kryesore bujqësore dhe blegtorale në verilindje të Shqipërisë, aktualisht aty ka vetëm 2 agronomë dhe dy veterinerë, të katërt në prag të pensionit.

Mula thotë se e ka një zgjidhje për këtë dhe premton se bashkia do të stimulojë financiarisht  maturantët “për të studiuar për agronomi dhe veterinari”, ndërsa rivali i tij, Dauti e kërkon zgjidhjen te diaspora.

“Do të importojmë kapacitetet  për të realizuar projektet,” tha Dauti.

Kërcënimet dhe akuzat

Të mbetur pa kandidat të vetin, Partia Demokratike zyrtare e drejtuar nga Alibeaj i ka ofruar mbështetjen e vet Dautit, i cili në Has nuk rivalizohet nga lufta brenda llojit.

Grupet opozitare të Hasit duken të bashkuar për të rimarrë kontrollin e bashkisë.

Sahit Jaku, mjeku që përfaqëson PD-në zyrtare dhe po ashtu drejton KZAZ-në e Hasit, i tha BIRN se ata do të mbështesin kandidatin e koalicionit të Berishës.

“Në këto zgjedhje, bashkia e Hasit kërkon një figurë tjetër, pasi është bastion i së djathtës, por prej 12 vitesh udhëhiqet nga e majta. Duhet të ndryshojë edhe për hir të komunitetit hasjan,” tha Jaku.

Ai e lidh emigracionin masiv me keqqeverisjen dhe beson se kjo mund të ndryshojë me ndryshimin në krye të bashkisë.

“Gjatë kësaj periudhe kanë ndodhur largime masive. A mos ndryshimi i pushtetit i frenon këto largime?”, pyet ai.

Bashkimi i opozitës rreth kandidaturës së tij i ka dhënë besim Dautit se mund t’i fitojë zgjedhjet.

“Hasi është në maxhorancë i djathtë. Në zgjedhjet e vitit 2021, si Parti Demokratike në Has nën drejtimim tim morëm një rezultat historik me 2106 vota më shumë se PS-ja,” thotë Miftar Dauti, drejtues lokal i PD-së edhe në kohën kur partia drejtohej nga Basha.

Ai po ashtu ka një autokritikë. Edhe pse PD ka që prej 2011 në opozitë në Has, Dauti thotë se paraardhësit e tij demokrarë kishin keqqeverisur.

Por autokritikë kanë bërë edhe të majtët. Liman Morina, i cili mori bashkinë në zgjedhjet pa garë të 2019, thotë se nuk garoi për herë të dytë, pasi nuk kishte arritur rezultatet.

“Nuk i realizova të gjitha punët dhe mora përgjegjësinë mbi vete,” tha ai.

However, the parties seem more focused on the accusations against each other. Dauti insists that the stoppage of the aid van is not the only episode in terms of attempts to buy voters.

"I have appealed to my rival to set some milestones for the campaign, but he has not accepted," he said.

But in the socialist headquarters, accusations are answered with accusations. Pandeli Majko, political leader of the Socialist Party in Kukës district, claims that the opponents are buyers and warns the opposition candidate that the power of the Socialists is longer than the May 14 elections.

" I have an order. The DP candidate should not put pressure on the streets of Has, as the SP is still in power after May 14 ," said Pandeli Majko.
