A group of deputies from the DP Parliamentary Group have requested the urgent summons of Deputy Prime Minister Belinda Balluku , after she was named as a defendant by SPAK for abuses in the tender for the construction of the Llogara Tunnel.

This tender turned out to be predetermined and with an inflated financial bill of 50 million euros more.

On October 31, 2025, the Special Prosecution Office against Corruption and Organized Crime (SPAK) announced the arrest of the Deputy Prime Minister and Minister of Infrastructure and Energy, Belinda Balluku , accused of committing the criminal offense of " Violation of equality of participants in public tenders or auctions ", in collaboration, provided for by articles 258/2 and 25 of the Criminal Code.

From the investigations conducted within the framework of criminal proceedings no. 136, of 2025 (jointly with criminal proceedings no. 167 and 181 of 2024), it has resulted that in the public procurement procedure "Construction of the Llogara tunnel", on the Orikum - Himara road section, part of the SH8 highway (Vlora - Saranda) conducted on 11.12.2020 and after its cancellation, the procedure was reopened on 22.06.2021, with a limit fund of approximately 190 million euros, violations of legal and sub-legal acts were committed, with the aim of favoring the economic operator winning this procedure.

According to official documentation and open sources of information, it appears that initially the economic operator "Gjoka Konstruksion" was declared the winner of this public procurement procedure, with a bid of 140 million euros.

But, after the cancellation of this procedure, the joint venture of economic operators "INTEKAR - ASL" was declared the winner, with a bid of 190 million euros.

However, the works were again subcontracted by the company "Gjoka Konstruksion", causing the State Budget an unjustified damage of 50 million euros.

" Under these conditions, in order to provide explanations and information regarding the above, in support of Article 80, point 1, of the Constitution of Albania and Article 97, point 1, of the Rules of Procedure of the Assembly, we request the calling of an urgent interpellation with the Deputy Prime Minister and Minister of Infrastructure and Energy, Belinda Balluku ," states the request filed by the DP deputies.
