"Cruel treatment of Veliaj", Topi against Begaj: I would not sign the
Bamir Topi and Erion Veliaj

Former President Bamir Topi has spoken out against the decree of President Bajram Begaj, who announced the decree for the election date for Tirana on November 9, while the Constitutional Court has suspended the continuation of the procedures following the appeal of Erion Veliaj. In the Off the Record studio on A2 CNN, Topi said that he would not have signed the decree if he were in office as head of state. According to him, President Begaj should have respected the decision of the Constitutional Court.

"No. Absolutely not. I would not have signed. I have followed the situation from yesterday until today and all politicians, analysts, journalists, lawyers and constitutionalists converge on one point; that one never knows what decision the Constitutional Court will make, but when it announces the suspension of the continuation of the procedures, every other institution starting from the president, the prime minister and all other institutions must respect the decision of the Constitutional Court."

Topi emphasizes that Begaj, in his capacity as a representative of the Albanian state, must respect and be a guarantor of the constitution and not become one with the state.

"The head of state, when he takes office, must be the first to respect the country's constitution, article by article, in spirit and letter. This applies to everyone because it is the reference point for representing the state. If Rama represents the government, the state is represented by the head of state. When the government becomes one with the state, then tell me who is the guarantor. It is a rule accepted and voted by everyone; for all conflicts and institutional agreements, it belongs to the constitutional court."

The former president suggests that the head of state can expand the circle of advisors at certain times or when there is political pressure.

"The president consults with lawyers and legal advisors. Under certain circumstances, he has the opportunity to expand the circle. When there is political pressure, the president has the opportunity."

"Regarding the political aspect, I see that there is cruel treatment towards Erion Veliaj. Everything is done here for political interests."

According to him, "when Article 115 of the Constitution is violated, it shows that political power has exclusive influence on other institutions.

We have moved to a model of a republic with a Prime Minister, I also take into account what happened with the model of the digital minister. It was something unusual and in many cases dialogue with political groups, with interest groups is required...", said Bamir Topi.
