"Vijesti": "The Open Balkans" is an American story and idea

The main newspaper of Montenegro, "Vijesti", in a long analysis of a Montenegrin president Milo Djukanovic, gives, among other things, good news regarding the integration of the Western Balkans into the European Union.

Journalist Zeljko Pantelic writes that Albania, together with North Macedonia, are very close to joining the EU. According to the article, Podgorica, Belgrade, Skopje and Tirana have the prospect of becoming full members of the EU, while Kiev, Chisinau, Tbilisi, Sarajevo and Pristina will be part of the European political community, but will move to a second level of the EU.

The article emphasizes that behind this scenario is the French President Emmanuel Macron, who has the support of all the main members of the EU. In this context, Paris, Berlin and Brussels worked hard to give the green light to start negotiations with North Macedonia and Albania and grant candidate status to BiH, along with Ukraine and Moldova.

The generator of the new trend is Macron, as he has changed his stance and now believes that the four countries of the Western Balkans should be stimulated to accelerate integration in order to join within acceptable conditions. However, this does not mean that Podgorica, Belgrade, Skopje and Tirana will integrate easily, rather the process will be highly meritocratic, conditional, merit-based and reversible. Therefore, the states will be able to regress in European integration and not only in progress.

The only country that can jump from one train to another, that is, from the perspective of entering the European political community and the chances of becoming a full member of the EU, is Bosnia and Herzegovina. The problem is that not all EU members think so, there are some, among them very influential, who are convinced that Sarajevo does not have the capacity to become a full member of the EU. On the other hand, Poland believes that Serbia does not deserve to be in the group of countries with a perspective for full membership.

Media sources in Montenegro and European institutions underline that the "Open Balkans" is an American story and idea, but that is not a problem, since the EU and the USA are partners. The EU has a principled position to stand behind any initiative that is comprehensive and based on the European values of Serbia, North Macedonia and Albania.

"If the Open Balkans includes Montenegro, Kosovo and BiH, it will have the absolute support of the EU. We have no problem with the Open Balkans as an idea, our concern is that it should not be partial and that in a few years it should not contribute to new divisions and rivalries in the region, which would lead to destabilization. The EU is holding back because it wants to see if the other three Western Balkan countries will also join the Open Balkans. Our goal is to prevent any source of instability. An open Balkans must be inclusive in order to function and make sense and serve a purpose. The Berlin Process and the Open Balkans are complementary, not mutually exclusive and can bring benefits to all provided European principles and values are respected,
