Albania to become like Switzerland, Dash Shehi's proposal for referendums

LZHK leader Benevolent Shehi proposes easing the criteria for the development of referendums, lowering the number of firms needed to keep it from 50,000 currently required to just 10,000.

The proposal has been delivered to the Assembly.

"Referendums can be organised with the initiative of the highest representative body at the central or local level. Referendums can be organised with the direct initiative of Albanian citizens with him towards the vote. The initiative to hold a republic-scale referendum must be signed by Albanian citizens with a settlement within, or outside albania's territory, who meet the number of votes of electing an MP in the Assembly of the Republic of Albania, in relation to the recent participation in the central elections", the bill states.

In the last election, a deputy was elected by an average of 10,000 votes, depending on the district where he was running.

Shehi also proposes local referendums, where the firms of the number of voters are sufficient for the election of a municipal councillor.

"The initiative to hold a local referendum must be signed by the citizens of the city, or the respective district, with settlement within, or outside the territory of Albania, which meet the number of votes of the election of a local councillor, in relation to the recent participation in local elections", the proposal states.

The bill theoretically turns Albania into a Switzerland as it belongs to this subject, as in many municipalities in the country, with the exception of large municipalities, councillors have also been elected by 100 votes.

It is proposed that republic-scale referendums have legal powers throughout the country, while local referendums have legal powers only in the legal space of the local government unit. Local referendums are proposed to be held at county level, or at City Hall level.

Issues related to the territorial whole of the country, the restriction of freedoms and fundamental human rights, the budget, taxes and financial obligations of the state, the establishment and removal of the state of emergency, the declaration of war and peace and amnesty cannot be exercised in any form of referendum.
