A few days ago, MP Erion Malaj , elected with 4,389 votes from the open list of the Socialist Party in the May 11 elections for the Vlora region, proposed a draft law for several changes and additions to the current law "On electronic governance".

And one of the objectives that is intended to be achieved with the adoption of this law is to strengthen the role of the National Agency for the Protection of the Environment as a public authority.

At first glance, a legal initiative for e-government may seem like a technical and necessary step in a country aiming to digitize public services, but when such a draft law is proposed at a time when the National Agency for Public Administration is under strong public criticism for transparency issues and suspicions of corruption, it automatically takes on a broader political and institutional dimension.

Therefore, the question arises: Is this an initiative that aims at real reform of the e-government sector, or a project conceived at other institutional levels and brought to the Assembly through a new legislator?

Because Mr. Malaj's colleague, Ms. Zamira Sinaj , has also volunteered to help the tourism sector.

Therefore, she has thought about an addition to the current law on tourist ports in Albania.

The essence is simple, strategic investors can also build tourist ports only with a decision of the Council of Ministers, without any open competition or competition.

The expected effects from the adoption of the draft law are related to the acceleration of the implementation of strategic tourism projects, increased investment in the sector, the creation of new jobs, sustainable regional development and the improvement of the competitiveness of Albanian tourism.

But is this the real reason for the initiative?

"There we have an overlap of two laws, Law 9710 regarding the construction of tourist ports and Law No. 55 regarding strategic investments. And these two laws conflict with each other," said Ms. Sinaj, to somehow argue the reason for the law proposal.

When asked if the state itself is to blame for delays, bureaucracy, or overlaps, she responded positively, implying that everything is much better in private hands.

When asked about the return of these public properties to private marinas, the socialist MP said: " The moment the concessionaire uses the port and when the concession contract ends, this port passes into public ownership ."

It is true that through the concession, the private sector builds it with its own money and after several years of investment, the port returns to the state.

But with this legal change that Ms. Sinaj is proposing, the tourist port will remain private property forever. So it is not difficult to understand why it is being done and who benefits.

However, we are skeptical about the real author of this bill, so we decided to ask the MP herself about something that is not in the documents at all, to see if she will be up to the task.

Journalist: You have stated that in terms of tourist ports, the sufficient area that a strategic investor can use is 15,000m2, is that enough or...?

"I think they are sufficient," replied Ms. Sinaj, but in fact, the figure of 15,000m2 does not exist in the draft law at all, something that would simply be recognizable to someone who conceived the draft law himself. Meanwhile, as for colleague Erion Malaj and his proposal...

Freard Rista: You have guaranteed that the draft law will also include training for up to 10,000 administration employees in the field of Information Technology. Will this be achieved?

"I hope so, I definitely want it to be achieved," he said.

In fact, we would all very much like this to be achieved, provided it were provided for in the draft law.

But it is not. Just as the designated 15,000m2 space for tourist ports that Ms. Sinaj said is sufficient is not.

In an Assembly where the lack of constructive debate and legal initiatives by a good part of the elected representatives is often criticized, the emergence of two draft laws by the new deputies of the Vlora district, Erion Malaj and Zamira Sinaj, aroused interest, but at the same time debates and many questions.

Because in a parliamentary reality where quite a few MPs remain almost invisible, "mute" in the session and without concrete initiatives, the fact that two new names are presenting draft laws can be seen as a sign of initiative.

However, the question naturally arises: are these genuine personal initiatives that demonstrate political commitment and legislative capacity, or are they draft laws drafted behind the scenes and formally presented by them?/ Piranhas
