For the third time, SP deputies did not implement the decision of the Constitutional Court to send the mandate of the socialist Olta Xhaçka for verification.
After a marathon session in the Assembly, 65 socialist legislators abstained, 9 voted against and 25 opposition MPs voted for.
Deputy Xhaçka herself did not participate in the vote even though she was present in the hall. Meanwhile, the 9 deputies who voted against were Jurgis Çyrbja, Bledi Çuçi, Damian Gjiknuri, Anduel Tahiraj, Paulin Stërkaj, Petro Koçi, Klodiana Spahiu, Shkëlqzim Bullari and Bujar Çela. Even Prime Minister Rama, who was not present in the hall, did not participate in the vote.
As soon as the voting ended, the opposition crashed the tables while calling the decision of the Socialists not to implement the order of the Constitutional Court a shame. The Speaker of the Assembly, Elisa Spiropali announced at the end of the session that she will turn to the Venice Commission for an opinion.
Opposition: We do not have a constitutional court
Spiropali: As the Assembly has implemented all the parliamentary procedures for the implementation of the decision of the Constitutional Court, since this decision is not approved, as it did not reach the majority required by the law, tomorrow I turn to the Venice Commission for an opinion.
Opposition: Shame on you. Shame.
The Assembly requests that the Venice Commission be addressed for a final opinion to resolve the impasse, on the issue of the mandate of the socialist deputy Olta Xhaçka. The opinion of the Venice Commission will be sought to clarify the behavior with the cases that will follow, to avoid another clash between the two highest institutions of the Albanian state, the Constitutional Court and the Assembly.
