PPPs do not stop/ Rama approves the budget for drafting concession rules

Despite numerous criticisms, the government is determined to continue during this new year with concession contracts and PPPs. A budget has been established for the next 3 years through which the rules for these procedures will be drawn up. The decision comes at a time when international institutions but also the opposition in Albania have expressed concerns about the costs and the lack of transparency.

The government will continue with concessions and PPPs, despite numerous criticisms from international institutions, civil society or the opposition.

In the integration plan made public a few days ago, it is foreseen to spend a fund of 4 million new leks that will serve for the approval of a draft law for the procedures for approving concessions according to the public private partnership formula. According to this scheme, private companies start the works even though the state has no money and receive them later, but without being reflected in the tables as internal or external debt of the government.

In the clarification, it is stated that the initiative aims to align the laws with the directive given by the European Union, while it is still considered partial.

Regarding these concessions, accusations have been made for the companies that have received the right, but also for the numbers. Thus, the opposition says that 228 procedures have been signed with PPP, but the government has confirmed only 65 such. But even this was not enough as the monitoring institutions have expressed concern about the control of expenses
