Closing negotiations with the EU will not be easy for Albania

At a time when the government of Prime Minister Edi Rama expects to begin closing the first open chapters with the EU in 2026, in the Interim Assessment Report known as IBAR, the European Commission has assessed our country with a positive grade, but it is the 27 EU member states that have not yet given final certification.

This fact was confirmed by a European Commission spokeswoman when asked by Top News what the IBAR recommendation for Albania contains.

“The European Commission has presented its positive assessment on the fulfilment of the Interim Milestones Assessment Report, as well as a draft EU Common Position for Group Chapter 1 to the Council. It is now up to the Member States to agree on an EU Common Position for Group Chapter 1, which will set out the final milestones in the area of the Rule of Law”, said the EC spokesperson.

In Brussels, two meetings of the Working Group on Enlargement and EU Accession Countries (COELA) were held for the IBAR assessment.

Meetings were held on March 6 and 13, where the IBAR report on Albania was discussed among the ambassadors of EU member states.

The European Council is being cautious in its approach to the discussions at these two meetings, not providing a conclusion, however, for the moment it made this comment.

“We cannot share any detailed information about this meeting (it is always “informal”). This was another COELA session in which the IBAR was discussed as a basis for the (future) draft of the EU’s provisional common position; with member states asking questions and the European Commission answering. According to our standard practice, we never disclose details of such discussions as they form part of the work of one of the Council’s preparatory bodies in the context of its internal decision-making processes.”

The European Council spokesperson further confirmed that similar discussions will continue in the coming weeks and months between ambassadors.

They will return to this point of discussion for Albania on Friday, March 20, but many other discussions will follow.

According to the European Westernbalkans.com portal, Montenegro closed Chapter 21 related to "European Transport Networks" and will need to close 32 other chapters.
