Albania and Great Britain have started implementing the agreement reached for the transfer of Albanian prisoners convicted by British justice. The first group of transferees consists of 200 convicted of serious crimes, a good part of whom are in prison for life.
Their transfer to Albanian prisons will increase the pressure of overcrowding on these institutions.
According to the data of the General Directorate of Prisons, in April there are almost 4900 citizens who are kept in cells. 2,200 of them are convicted, while 2,600 are detained pending the decision of the courts.
If we add the 200 convicts who will be transferred from Great Britain to the figure of 4900, the total will reach 5100, or the full normal capacity of Albanian prisons.
Data from the Ministry of Justice and INSTAT show that in 2015, Albanian prisons were overcrowded by almost 10 percent. At that time, about 5300 people were kept in the cell.
In order to solve the problem of overpopulation, in the agreement signed with Great Britain, it is foreseen that London will help Albania financially in increasing the capacities and modernizing the Albanian prisons.
British investments can lead to the further implementation of the agreement, to transfer to Albania all Albanian convicts in Great Britain. According to the data of the authorities there, in 2022 Albanians constituted the largest foreign community convicted with over 1,300 of them.
