The Assembly approved yesterday with 75 votes in favor the agreement for the management of Butrint Park by a foundation created in partnership between the Ministry of Culture and the Albanian-American Development Fund.

Only a part of the opposition voted against, 18 deputies, who openly opposed it, describing the management model as a concession of national assets.

However, there was also criticism from the majority. MP Pandeli Majko abstained from voting on the agreement for the management of Butrin. Even during the plenary session, he asked for an answer from the Minister of Culture, Elva Margariti, regarding what he called a legal problem. According to him, the management plan is based on the Decision of the Council of Ministers of 2002, while the agreement has as legal basis a DCM approved in 2022

The agreement signed by the Ministry of Culture with the Butrint Management Foundation envisages the transfer to this foundation of management and development rights, including constructions not only within the archeological area, but also in a wide perimeter around it.

Under the signed agreement, the Management Foundation will build the new visitor center, located about a kilometer away from the archeological site, where the current entrance is. The agreement also stipulates that the foundation is in charge of managing all cultural facilities in Butrint and may transfer them abroad with the permission of the Ministry of Culture.

Meanwhile, the Foundation will apply for development permit, construction permit, environmental permit, cultural landscape permit, permit for intervention in immovable and movable cultural assets, license for temporary circulation of movable cultural assets, import license of cultural assets and any permit, or license, or other necessary approval. According to the agreement, if the foundation is denied any permit, license or authorization, it has the right to withdraw from this pact.

According to the act of registration of the foundation in the Court of Tirana, since July last year, the members of the board of the foundation are Elva Margariti, Martin Mata, Aleksandër Sarapuli, Flonja Boriçi and Richard Hodges. Meanwhile, archaeologist Lorenc Bejko has been appointed executive director.
