The Special Court has found the former Democratic Mayor of Shkodra, Bardh Spahia, guilty of the criminal offense of "obstructing the execution of a court decision."
The GJKKO sentenced Spahina to a fine of 100 thousand lek, while SPAK had requested a fine of 700 thousand lek.
Spahia has not implemented a court decision to reinstate a director he had previously dismissed.
This is a decision made in 2022.
In his capacity as the chairman of the General Assembly of the Shkodra Water Supply and Sewerage Company, he made two decisions, to dismiss the administrator of the Water Supply and Sewerage Company, Mark Molla, and appointed Arvit Bushati, who was a member of the FRPD.
Molla appealed to the court and won. The court decided to suspend the two acts issued by Spahia until a final decision, but according to SPAK, even though former mayor Spahia was aware of this decision, he did not implement it.
On the contrary, Spahia issued three other decisions a few days later, through which he again dismissed Mark Molla from office and appointed the same person as administrator.
These actions are considered to have been carried out with the aim of preventing the execution of the Shkodra Court's judicial decision.
