The Assembly of Albania and the Parliamentary Assembly of the Council of Europe discussed today in a joint conference on freedom of information and the use of historical documents, mainly the secret materials of the notorious State Security.

The opposition called on the Assembly to pass the lustration law without wasting any more time, to remove from the state administration the people of the infamous State Security of the communist dictatorship.

The leader of the opposition Democratic Party, Enkelejd Alibeaj, at the same time the chairman of its parliamentary group, said that the Assembly has four initiatives on the table for lustration, from the opposition and from the majority, and now is the best case for this law to be approved, separated the state and society from the dictatorial past.

He added that Albania has failed for 33 years in punishing the dictatorship, because Albanian politics has not undertaken serious acts to separate Albanian society from the past.

Blackmail with the state security files, he emphasized, continues to be one of the instruments of the political war, that's why the state security files have not been opened, the truth has been truncated, the political war has used it.

Mr. Alibeaj added that now is the best case to approve the law on lustration, based on international standards, now that in addition to DP and SP, there are 4 legal initiatives on the same issue in the Assembly.

"The Lustration Law today will have to be approved without having as an internal need the elimination of the political opponent, but as a need to clean, to cleanse the current Albanian politics, the administration and the Albanian state from the metastases of the State Security. This is more necessary. They are the chains tied to the feet of this state", said Mr. Alibeaj.

The majority also expressed the determination and political will to approve the lustration, based on its initiative, which foresees changes in two laws; in the law on political parties as well as in the law on guaranteeing the integrity of persons who are elected, appointed and exercise public functions.

The general secretary of the SP, Taulant Balla, chairman of its parliamentary group, said that the legal initiative of the opposition is welcome, although they used a different model, but the goal is the same as the initiative of the majority.

Mr. Balla called the changes in the law on political parties as changes for the de-spying of Albanian politics by the collaborators of the State Security, which will be reflected in the Electoral Code and in other laws that will prevent the election and nomination of these people in state and constitutional functions.

“Asnjë prej atyre që kanë qenë në pozicione si bashkëpunëtorë, anëtarë të Sigurimit të Shtetit nuk duhet të jenë më në poste publike. Kështu mundësojmë një ndarje përfundimtare nga e shkuara e errët dhe arritjen e drejtësisë sociale për ata që vuajtën tmerret e regjimit komunist”, tha zoti Balla.

Autoriteti për Informimin mbi Dokumentet e Sigurimit të Shtetit ka luajtur një rol me rëndësi në zbardhjen e krimeve të diktaturës, e tani pritet të ketë edhe më shumë angazhim në këtë fushë.

Drejtuesja e Autoritetit, Genta Mara Sula, thotë se rishqyrtimi i dokumenteve të shërbimit sekret ndihmon viktimat e tij dhe i shërben shoqërisë për t’u bërë demokratike, transparente dhe humane.

“Jemi përballur edhe më nostalgji të diktaturës, si dhe me tendencën për ta mbajtur atë sa më të fshehtë, apo edhe për ta keqpërdorur. Sfida e rishqyrtimit historik të veprimtarisë së ish Sigurimit të Shtetit përmes qasjes së dokumenteve ka qenë një proces gradual, që hedh dritë mbi ngjarje, njerëz, mekanizma dhe në tërësi një sistem, një regjim. Nuk është fjala vetëm për të ndriçuar veprimtarinë e Sigurimit, por për gjithë regjimin”, thotë zonja Sula.

Për afro gjysmë shekulli Shqipëria u qeveris nga regjimi komunist njëpartiak, ku Sigurimi i Shtetit ishte struktura më e ashpër e diktaturës. Sigurimi vrau pa gjyq dhe zhduku qindra kundërshtarë politikë të regjimit, ndërsa për shumë të tjerë organizoi gjyqe të rreme, internime dhe dëbime masive për familjarët e pafajshëm të gjithë moshave.

For all these crimes there was never full transparency, repentance, forgiveness and polishing. In addition to its officers and regular employees, Sigurimi also had many collaborators and informants; many of these are believed to have been involved in the political and administrative life of Albania these past 3 decades./VOA
