The Central Election Commission has sent an official letter to the Ministry of Interior this Thursday asking them to revise the voting lists for the local elections of May 14, 2023.
According to the CEC, people who live in the same house, such as husband and wife, vote in different polling stations.
"The number of voters who have to move from one VC to another VC, due to this change, is about 15% of all voters in the country. In big cities the percentage is higher, for example in the 11 municipal/administrative units of Tirana, this figure goes to 30.86% of voters. What is worth noting is the fact that the voter whose VC needs to be changed in this case, practically does not change the area of the voting center. The address of the VC does not change. In this case, the voter will practically vote again in the same building, but change the floor or the room where the new VC is located", says the letter of the Central Election Commission.
Therefore, it is requested that during the drafting of the list of voters, the criterion should be added that citizens who have the same residence code should not be divided into different centers.
"In order to solve this anomaly, i.e. that voters who live in the same residence do not vote in the same VC, we recommend that the Minister of the Interior in the relevant Instruction for the procedures for drawing up the list of voters, in the section that talks about the division of the list of voters when there are over 1,000 voters in the voting center area, add the criterion that voters with the same residence code cannot be divided into different lists," the letter continues.
