The chairman of the Democratic Party, Sali Berisha, held a conversation with citizens and experts regarding the Territorial Reform in Fier. During his speech, the leader of the DP stated that Rama is the greatest enemy of Albanians after Enver Hoxha.

"We as democrats are in an emergency situation. This is an emergency that dictates an all-round activity in order to face the worst enemy of Albanians after Enver Hoxha who kicks and violates the citizens' vote that is taken away from his members and thus creates in Albania a party that does not vote, which in all variants can never be democratic", accused Berisha.

Berisha has emphasized that with the Territorial Reform, Rama has destroyed the representation of citizens.

"Edi Rama has brought Albanian society here. He is no less an enemy of democrats than he is of socialists who believe in the rules of democracy. Rama started it from the beginning, and to tell you the truth, the first thing he started was the Territorial Reform. With the Territorial Reform, he destroyed and severely damaged the representation of citizens. Citizens elected with their vote the mayors of municipalities and municipalities, thousands of council representatives and had a distraction of services towards them. Demographic changes made it necessary, but he used the reform for absolutely opposite principles. He used the centralization of this power. Today in Fier there are hundreds of villages that are not represented by any councilor. The alpha of democracy starts with representation and vote, it destroyed them through the reform in local government. The municipality left all those it loved and today Gjirokastra with 120 thousand inhabitants has 7 municipalities, while Tirana with 1 million inhabitants has 4 municipalities in total. This is Rama's concept of democracy, so it constitutes a great national danger. After that, it continued with the violation of the vote, with patronageists, with the use of the entire state for the vote, with gangs, terror and today it remains in power in the most illegal way", said Berisha, emphasizing that the DP is engaged in a battle multilateral in terms of Territorial Reform.

"We are engaged in a multi-faceted battle. On the one hand, the alternatives that we will offer to the citizens. The working group led by Oerd Bylykbashi, Yllsi Asllanin, Ivi Kason, Bresnik Aliajn and our excellent former local governors will present to the Albanians the new Territorial Reform project which has only one goal, the return to the citizen. Today, the appointed personnel and the local government as a whole spend about 10% more than they spent before, services are on the ground, investments are on the ground. Two days ago I heard the head of the Korçë district who told him that 58 km have been built in this district over the course of 8 years. This is a story that communities were abandoned, villages were abandoned, the concentration of funds was done entirely in Tirana, or in electoral campaigns, and it became a theft that has no limits".
