The head of the Democratic Party, Lulzim Basha, has blocked the floor of the Assembly, while trying to take the floor to talk about the Electoral Reform. The leader of the DP has blocked the pulpit, preventing Minister Mete from speaking.

Despite Nikola's warnings to vacate the floor as the agenda would be discussed in the session, Basha did not back down. The speaker excluded him from the session and gave a 5-minute break at the request of the leader of the DP group, Bledi Çuçi.

"Please vacate the floor because I will exclude you from the session. Please allow the floor. I don't give them my word. When I see that you do not follow the procedure, I have the right to interrupt you according to the regulations. Don't get in the way of the agenda. We will continue with the agenda. You are excluded from the session for occupying the pulpit. You are excluded", said Nikola.
