Dear voters of my Socialist Party,
Dear Friends and Enemies alike
, Today is the day when the Parliament will vote to remove my immunity and authorize my arrest. I thought I would share this message with my voters mainly, and with all citizens.
To my voters:
To you who voted for me in Tirana in 2005, to you who voted for me in Korce in 2009, to you who voted for me in 2013 in my Gjirokastra, in my Përmet and in my Tepelena, to you who voted for me in my Rrogozhina and Kavaja in 2017, to you who voted for me in Unit no. 4 in Tirana, and in the entire region of Tirana in 2021:

I hope I have justified your trust. I had exactly you in mind, since I devised the progressive tax that gave the right to all those who were paid less to pay more. I hope I did my best when I took over the Ministry of Economy and relations with entrepreneurship, and later tourism. May the country, entrepreneurship and ordinary citizens enjoy the fruits.
I hope I did my best when I took over Finance in a very difficult period for the country's economy and delivered it at the peak of real growth. I hope I have done the best with Reconstruction, when thousands and thousands of families were left on the streets after the earthquake of November 26, 2019. I will never forget that mother in Vaqarr who cried tears when she entered her free house, her own property, like that thousands of families. I hope I have done my best with the pandemic, with entrepreneurship and with ordering together with colleagues, for vaccines from India, Jordan, England, America and Turkey everywhere to save the lives of the citizens of my country. I hope I have done my best as the Ministry of Foreign Affairs, with the idea and the beginning of the digitization of the cadastre, or the states Albania1 and Albania2 that, as Niko i Lesajve says, are following me "on the run".
Who governs and works, can never be perfect. I apologize for that too.
I don't get into the "pretty faces" that look good on TV, and evoke a positive perception, as usually happens with anyone who refuses to run away from the screen showing feats done and not done. Unfortunately, or fortunately, I am not like that. Mother and Father have given me a completely ordinary face. Maybe my seriousness at work could be mistaken for arrogance, it has never been like that, anyone who knows me closely knows this well. Anyway, sorry about that too.
I also thank my colleagues from the majority and the opposition for the urgency shown this week. I "understand" them about this, because new politics and justice, still too early to be called mature, require statistics. As my lawyer said, "Judicial and criminal populism on the rise is more dangerous than political populism, because it loses and lacks democratic legitimacy." My lawyer in the Council of Mandates quoted an old saying from France "I see that there are two possible solutions on the table, either the head of the king will fall, or you will have to accept the failure of the revolution".
No, I don't have blue blood, but I am a very ordinary person, with blood from Gjirokastra, Vlora, Korca, Rrogozhina, Kavaja, Lezha, Kukësi and Tropoja if you want. Thousands of working breakfasts, working lunches, working dinners, working meetings have given their fruits in the development policies of the country. Their thoughts and contributions have taken the form of legal initiatives hundreds of times in order to develop the country.

My conversations, as I pointed out yesterday, are completely normal and impotent in relation to favoritism or lobbying, even more so in the opposition
2. That my ex-wife (who has never worked in a state institution) has sold square meters, property declared in my wealth declaration, in the free market, as corruption???? Family property declared with verified sources, as corruption?? Investigation to whom did he sell the property??
In 2006, my mother sold our house to my sister, who has been living there for almost 17 years. It's called fictional???
3. That my roommate (who has been working in the private sector for 20 years) and her family bought property in Hamallaj, with a clean and verified bank transaction. The mercenaries caught in the act have claimed that they were the property of Klodian Zoto. Ask this question publicly. Klodian Zoto, who was never my friend, who never had property, never paid him a cent for this property, so that he would later be able to forgive and donate this property. Verify that it is easy not to like my "sullen face" in perception.
4. That I have made allocations and reallocations at the request of the line ministries, as the finance minister. Here, the Minister of Finance makes almost 2,000 reallocations and allocations of investments per year. Anyone who knows the Budget law laughs at these accusations. I am asking the institution of justice to read this law.
5. I started a construction business in 2004 and got a loan in 2006 for this business (verifiable by the American bank, today Inteza San Paolo). An untruth was told in the commission, that the loan was taken in 2016. Anyone who has built and bought a house knows well how this business works in Albania.
6. For not participating in the procedure of tenders and concessions, due to my official positions. My official positions in the Ministry of Economy or Finance do not take part in the procedure. The letters are there. I took part in the incinerator procedures. The letters will come out, and if someone wants to hide them, they will come out anyway.
7. That the reserve fund was used to finance the Elbasan incinerator. Even if it were like that, it would still be completely legal. But the financing of the Elbasan incinerator was done when I was just the Minister of Finance, and it was done in full compliance with the laws in force. My predecessor, Mr. Shkelqim Cani and the government has implemented the law in this decision. I learned when I joined SPAK, that I did not remember that I had even participated in this government meeting.
For those of you who read them as curious (if you read them), my investigation had nothing to do with the incinerators, because I, due to my positions, had the right to be involved in the tendering procedures. Arbeni was investigated, his life for 25 years, and not the procedure. If the lake dries up, maybe there will be fish left on the bottom. Standard that should belong to the new law.
