Former MP Myslim Murrizi has revealed the 100 million euro fine that Albanian Customs imposed on the Chinese company Bankers Petroleum Albania years ago, but instead of the money going to the state coffers, the minister at the time, Anila Denaj, forgave it.

"This is a 100 million euro fine against the company BANKERS PETROL, which in an unlawful, openly arbitrary and corrupt manner was never paid by this company because it was "forgiven" by former Finance Minister Anila Denaj.

No one from the opposition has yet stuttered a single word because these SP members don't dare to speak so much when Anila is the favorite of the organization's leader.

"100 million euros is much more than the 4-5-6-7 or 8 D, K, KR that you pretend to have discovered the other plan. 100 million euros in fines "forgiven" by a minister who has no right to forgive fines is open theft of taxes that should have been paid into the State treasury ," writes Myslim Murrizi.

Fines against Bankers Petroleum

The Fier Prosecutor's Office landed weeks ago at the offices of "Bankers Petroleum Albania" with 14 security measures, 9 of which have been executed, under suspicion that it used a genuine tax evasion scheme, causing considerable financial damage to the Albanian state.

But 6 years ago, it was the Albanian state itself that forgave the Chinese-run company a hefty fine of 104 million euros, at today's exchange rate of 104 billion lek.

According to the documents, the company "Bankers Petroleum" was fined by 3 Customs Investigation inspectors, following the Control Act No. 290345 Prot., dated 13.12.2016 and the Control Act and Minutes dated 22.09.2017, although it refused to allow the control at the customs warehouses.

The decision to impose a fine was made based on evidence of tax evasion and smuggling, through concealment of production and fictitious imports and exports, which "Bankers Petroleum" did and continues to do with customs warehouses.

After appeals and court proceedings, the fine, totaling 104 million Euros, remained in force as an "Executive Title" until July 16, 2019, but without being paid by "Bankers Petroleum", because law enforcement institutions were not allowed to act with coercive measures (bank seizure).

On July 17, 2019, from the customs register, in the "Debtors and fines" section, it appeared that a fine of 104 million Euros, an unpaid obligation by the company "Bankers", had been removed, without providing any public explanation.

Although this financial crime was kept secret, it was discovered that the former Director of Customs, Arlind Gjokutaj, in complete violation of the law, had erased the fine not by court decision or amnesty law, but by Recommendation No. 13646 Prot., dated July 17, 2019, of the Minister of Finance Anila Denaj.

The fact that the 104 million Euro fine was erased with a "letter-recommendation" from the minister and the illegal implementation of the Customs Director, has been found and qualified as a premeditated and organized financial crime scheme, in favor of the company "Bankers Petroleum", so in 2022 SPAK took over this case and requested an "account" from the aforementioned institutions for the disappearance of the fine and the procedure for its removal.
