Fiks Fare continued to denounce the suspicious actions of the Agricultural and Rural Development Agency, where it gives funds with one hand and takes them with the other.

If in the first part, the editorial team of the investigative show denounced that the director, Ardita Kuçi, was sinking two farmers in the Roskovec area, Tauland Hoxha and Leonora Hoxha, in the second part we focused on one of the scandals of this institution, which instead of being the main support for farmers and agriculture, has become a nightmare for everyone!

A few months ago, a scandal broke out, where AZHBR employee, Ana Ago, had accepted the project of her father, Ylli Ago, in a pure nepotism conflict. Ylli had sent the documents of farmer Ardit Bënja from Kuçova, who would build a cattle stable, worth 28 million lek. Meanwhile, in recent weeks, according to documents available to Fiks Fare, the scandal has deepened further, because the director of AZHBR, Ardita Kuçi, on August 12, 2026, signed that the farmer would be paid 100% by the state, despite nepotism.

Moreover, with two very dubious standards, where the farmers from Roskovec, with no connection to the AZHBR, are asked to return the funds and the farmer from Kuçova, who had a "friend", is paid 100% of the value, in the amount of 15 million lek. Unlike other files signed by experts and control specialists, the payment was made by the director Stela Bazaiti, the same one who refused to answer "Fiks Fare"'s questions about the two farmers from Roskovec.

To shed more light on this payment, Fiksi tried again to talk to all the protagonists of this scandal. The investigative show's team traveled to the Kuçova area, to the farm of Mr. Ardit Bënja, from Kuçova, who found himself in this situation, where the only way to get that money may have been from a "friend". Fiksi is not against farmers at all, on the contrary, it has supported them and will support them, but the interest in this case is to learn more about how it reached the director of AZHBR, Ardita Kuçi.

Arditi has built the stable, while he welcomes the Fiks Fare film crew with irritation. He says he has been waiting for years to receive this money that is due to his family's sweat and toil. Fiks Fare journalists asked Arditi directly if he used a broker to win the grant. He said he has been waiting for years to receive that support.

"AZHBR and the Ministry have been at war with each other. And I was the victim. I have made projects, I have brought in cows and I have built the stable. They kept me for two years, two former directors. Now the director Ardita Kuçi has given it to me," he says. Fiksi asked him if the project was made by Ylli Ago, as he says that the municipality was looking for a licensed engineer and used his name.

But, did Ylli have a daughter in AZHBR? Was he a realtor, used his name, made the project and the daughter approved it?

Fiksi spoke on the phone with engineer Ylli Ago. He said that payment was made for that project, but he did not receive the money! But who received the money? Ylli says that his daughter, Ana Ago, left AZHBR after the scandal, while adding that he does not know if his daughter and director Ardita Kuçi were friends.

Two hours after the call with the engineer, the Fiks Fare group calls Ana Ago herself. She says that her father did not do the project, but an associate of his has put her name and phone numbers in the project. Fiks asks her if she is the realtor in this case, as she denies any involvement and says that she has now left AZHBR and this whole situation has caused her stress. Journalists ask her if she is friends with Ardita Kuçi, as she says that she went to AZHBR when another person was the director, while both worked in the same ministry.

But if these protagonists make extremely dubious statements, leaving room for abuses and real estate brokers at AZHBR, does the director herself know?!

The Fiks Fare group goes again to AZHBR to ask the director Ardita Kuçi, about both cases, the removal of payments in Roskovec and the payment in Kuçovë. Again the director refuses to provide explanations, while this time she sends 2 specialists to address the questions. At the moment the Fiks Fare group was explaining the reasons for their interest, one of the employees takes out her phone and films the situation.

A normal situation for the Fiks group, no arrogance from this office or any other office, as they ask the specialist where she got the order to film. Then, Fiksi informs them that she will wait for the director and inform her of the reasons. Again, Mrs. Ardita Kuçi refuses to give explanations...
