Russian President Vladimir Putin has declared that Russia will not travel the world begging for “handouts.” Speaking at the first session of the newly elected State Duma in Moscow, Putin called on lawmakers to work closely with the government to create the necessary legal basis for Russia’s further economic development.

"Russia, unlike some others, we will not point fingers, it cannot run around the world humiliatingly begging for alms with an outstretched hand," Putin said, in an apparent reference to Ukraine.

Putin also said that Russia's financial system and economy are functioning stably, calling on officials to avoid mistakes in dealing with economic challenges.

"Russia's financial system and economy feel secure. The main thing is not to make mistakes and responsibly approach the solution of tasks in these extremely important areas," he said.

Ukraine remains highly dependent on external financial support to cover its budget and defense needs during the war.

Kiev has requested $27 billion in additional financing for 2026, while the International Monetary Fund has said that continued and predictable external support is essential for maintaining Ukraine's macroeconomic stability and financing its budget, foreign media report.

The statements were made on the day the State Duma of the ninth convocation held its first session, following the parliamentary elections held on September 18-20.

The Central Election Commission announced that United Russia won 349 of the 450 seats, while the Communist Party took 37, the Liberal Democratic Party 23, the Young People Party 19 and A Just Russia 17. The Rodina Party won one seat, while four seats were won by independent candidates. Voter turnout was 59.8 percent.

Vyacheslav Volodin was re-elected as the chairman of the State Duma in the first session, receiving 406 votes out of 442 lawmakers who took part in the vote. He has led the lower house of parliament since 2016.
