The Prime Minister of Kosovo, Albin Kurti , has announced that the review of the PDK initiative to amend the Law on Specialized Chambers is expected to be completed within this week.
According to Kurti, the PDK proposal has been sent for evaluation to the legal office of the Ministry of Justice and the Ministry of Finance. After receiving the legal opinion and financial evaluation, the Government is expected to forward its response to the Parliament.
"It is a regular procedure. We do not want to commit a violation, we do not have to. From the information I have so far, including from the ministries, this week we will have the response in the form of an opinion from the legal office of the Ministry of Justice, as well as the financial assessment of the budget from the Ministry of Finance, and we will immediately forward it to the Parliament," Kurti said after the Government meeting.
The PDK initiative aims to change the law so that cases not related to organ trafficking charges can be handled in Kosovo, in other stages of the judicial procedure. The proposal was made following the decision of the Special Court to sentence four former leaders of the Kosovo Liberation Army to a total of 81 years in prison.
Speaking about his stance on the Special Court, Kurti said that he has never changed his position and that he had no expectations for justice from this court.
He particularly criticized the handling of the joint criminal enterprise charge, the lack of transparency, and what he described as factual and historical inaccuracies in the final decision.
"I have never expected justice. I have never changed this stance towards the court. The charge of joint criminal enterprise must necessarily be corrected on appeal," Kurti declared.
He added that the court's full decision is much broader than the parts of it read publicly on September 16.
At the press conference, Kurti also spoke about the process of electing the president of Kosovo, for which the deadline is October 6.
He expressed optimism that an agreement can be reached and said that new meetings between the parties are needed.
"It is necessary to have new meetings. We will have meetings. And we hope to continue the agreement of Monday," Kurti said.
According to him, the optimism is also related to the approval of the declaration in the Assembly on Monday, which received 99 votes in favor.
