Employees who wish to carry out outside activities other than work at the Ministry of Education must obtain written approval from their superior, after verifying whether it is permissible or not.
Minister Mirela Kumbaro has approved the Code of Ethics, where all employees will have to implement the rules of conduct inside and outside the institution, with the aim of not damaging the image of the administration.
"Employees of the institution must ensure that all assets, work tools, technological infrastructure and official databases are used exclusively for the fulfillment of functional tasks and in the service of the public interest. To ensure the political impartiality and integrity of the institution, these resources cannot be made available for activities during electoral campaigns."
Appearance at work is required to be serious, where extravagant, sporty clothing or excessive makeup will not be accepted. Also, the employee must not wear clothing, symbols or other elements that display political beliefs.
The letter emphasizes that behavior should not be guided by private interests or political influence during decision-making processes. The official, the order states, must request exclusion when he or she determines a potential conflict of interest. Another point in the Code is the whistleblowing of corruption, where the confidentiality of the official who reports violations of the law during his or her duty will be guaranteed.
"The civil servant is prohibited from directly or indirectly requesting or accepting gifts, rewards, favors, or any other benefit, as well as promises of benefits, for himself or for persons related to him, when they influence or may influence, or create the perception that they influence, the impartiality of the exercise of the duty or constitute, or may be perceived as a reward for the performance thereof."
The document provided by Top Channel also specifies that during meetings with the Minister, the Secretary General, and other leaders, the phone must be turned off or in silent mode, except in cases where its use is authorized by the chair of the meeting. Employees will have the opportunity to be advised by the ethics advisor in the institution, who will have a preventive function for the implementation of integrity standards.
