Old cars in Albania, ready to exit the market in three years (Government plan)

The Albanian government has approved a plan to gradually phase out old EURO vehicle categories over the period 2027–2030, as part of the transport sector's alignment with European Union environmental standards.

The document, consulted by Skyweb.al , foresees the implementation of European standards for vehicle homologation and pollutant emissions, aiming at the gradual elimination of outdated EURO categories.

This category includes early standards such as Euro 3 and Euro 4, which characterize some vehicles produced during the 2000s.

According to the strategy, the process will start in 2027 and is scheduled to be completed in 2030.

The measure aims to improve the environmental standards of the vehicle fleet and gradually limit the use of technologies with higher levels of pollution.

However, the strategy does not yet explicitly define which EURO categories will be excluded at each stage and whether the restrictions will apply only to the import and registration of vehicles or also to vehicles currently in circulation.

The Ministry of Infrastructure and Energy, the General Directorate of Road Transport Services, the Ministry of Environment, the National Environmental Agency and the Ministry of Finance will be engaged in the implementation of the plan.

The changes are expected to be accompanied by the adaptation of homologation rules, emission control, and standards that vehicles must meet.

Another concrete measure of the strategy is related to intercity transport buses.

The government has envisaged a special program for the gradual renewal of the passenger transport fleet during the years 2028–2030.

In this case, the document expressly stipulates the gradual removal of outdated EURO categories from the bus fleet, in addition to establishing new requirements for safety and technological equipment.

Buses will have to meet higher safety standards, including ABS and ESC systems, CCTV security cameras and telematics equipment.

A cost of 200 thousand euros has been estimated for the design and implementation of this program.

The strategy also includes promoting the use of electric and hybrid vehicles, expanding charging infrastructure, and reducing pollution from road transport.

The gradual removal of outdated EURO categories is part of the objective to decarbonize transport and harmonize Albanian rules with those of the European Union.

The concrete implementation steps, the vehicle categories to be affected and the relevant restrictions will need to be determined through further regulatory acts during the strategy implementation period.
