Which countries are 'selling their souls' to AI? This is a question we should probably ask the governments of Malta, Greece and Estonia. They are the first cases, a kind of experimental laboratory for what could be the new relationship between states and Artificial Intelligence companies...

Artificial Intelligence is changing the economy, the way we work and our relationship with technology. But behind the race for more powerful models is another race, perhaps even more important, for data. And this time it is not just companies or individuals at the negotiating table. It is the states themselves. Malta, Greece and Estonia are among the first European cases that show how far the relationship between a government and an Artificial Intelligence company can go.

All three are European Union countries and, as a result, operate within one of the world’s strongest regulatory systems for data protection and Artificial Intelligence. However, even Brussels’ rules have not prevented the creation of a new cooperation model with OpenAI. In essence, the exchange is simple: technology and access to AI on the one hand, data on the other.

Malta, the first laboratory

The strongest case is that of Malta. The agreement made public in May foresees that the island's residents will benefit from free access to ChatGPT Plus, the paid version of OpenAI's service, for one year. In addition, training programs are also foreseen to help citizens learn how to use Artificial Intelligence more effectively. At first glance, it is an offer that many governments would find attractive: an entire population gets access to one of the most advanced technologies of the moment, while the country can accelerate the adoption of AI in the economy, administration and education. But the agreement has another side. According to an analysis by "Corriere della Sera", the government makes available to the company institutional data and data of citizens who have not expressly opposed their use.

Greece and Estonia follow a similar path

The agreements with Greece and Estonia are described as more limited, but the logic remains similar. Athens and Tallinn make available data related to institutional activity and citizens, processed and anonymized in order to respect European privacy requirements. In return, the states receive privileged access to ChatGPT services and the opportunity to integrate Artificial Intelligence in various fields, including education. The United Arab Emirates is also building a new relationship with the global AI industry, on a much larger scale, through the Stargate project. This creates an unusual situation. For decades, state data has been treated as a strategic asset. The information that a government collects on the population, economy, administration, education or public services is not just archives. It is part of the state's infrastructure. Now, private technology companies are negotiating directly with governments to gain access to parts of this information capital.

AI needs more data

To understand the importance of these agreements, one must understand how large-scale AI models are developed. The most advanced models are trained on colossal amounts of information available on the Internet: pages, documents, books, articles, discussions, computer codes and other digital materials. The problem for companies is that a very large part of this material has already been used. The industry needs new sources of information, especially for qualitative, structured data that is not easily found on the public Internet. This is where the data of countries, institutions, companies and individuals takes on extraordinary value. Every time a user turns to an AI system to analyze a document, to understand complex information or to receive a personalized answer, he is not just consuming technology. In a broader sense, he is feeding an ecosystem that becomes increasingly valuable the more information and interactions it collects. This is the new data economy. In the age of search engines, data about what we searched for helped build a giant advertising industry. In the age of social media, clicks, likes, friendships, and screen time became an economic asset. With Artificial Intelligence, the level of information users are willing to give technology can be much more intimate and much more complex. People no longer just ask for “restaurants near me.” They can give a chatbot a medical diagnosis and ask for an explanation. They can tell it about problems at work. They can ask for financial advice, discuss investments, personal relationships, or their concerns. And the more personal the questions become, the more valuable what circulates in this ecosystem becomes.

Behind AI there is also an invisible army of people

If these promises are only partially fulfilled, the consequences will not be limited to Silicon Valley. They could spread to Wall Street, to investment funds, banks, the companies that finance the construction of data centers, and, through them, to the entire economy.
