Officials of the European Union announced on Tuesday that next week a meeting between the chief negotiators of Kosovo and Serbia is expected to be held in Brussels, to discuss the implementation of the Ohrid agreement for the normalization of relations between the two countries.
This will be the first meeting between Kosovo and Serbia officials since March 18, when the leaders of both countries agreed to implement a Western-backed plan to normalize relations as a condition for fulfilling their aspirations. for membership in the European Union.
"What I can say at this moment is that a meeting of the chief negotiators will take place next week in Brussels. They have been invited by the mediator of the European Union to take forward everything that has been achieved in Ohrid and start taking the first steps towards implementation", said the spokesperson of the European Union, Peter Stano, underlining that the bloc expects Kosovo and Serbia to start the implementation of the agreement reached in Ohrid as soon as possible.
"Both sides must proceed with swift implementation and in good faith, this is what we are working towards. We have started from our side to operationalize the first steps, which means starting to adjust the common position of the European Union when it comes to chapter 35 (of membership negotiations) for Serbia and for the case of Kosovo", said Mr. Wait.
The European plan for which the parties agreed on February 27 in Brussels and on March 18 in Ohrid for its implementation, requires good neighborly relations, recognition of documents and symbols and respect for each other's sovereignty and territorial integrity. It requires that the parties do not hinder each other in the integration processes, but does not require mutual recognition. The plan also foresees the fulfillment of all the agreements previously reached in the talks mediated by the European Union, including the one for the Association of municipalities with a Serbian majority in Kosovo.
The failure to submit the document at the Ohrid meeting has raised doubts about whether the agreement can be treated as legally binding. The European Union and the United States say that although this agreement was not signed by the parties, it is legally binding.
The authorities in Kosovo have called on the international community to condemn the behavior of Serbia, which they say is refusing to sign the reconciliation reached in Ohrid, while the Serbian president, Aleksandar Vučić, says he will not implement the parts of it that deal with the possibility of Kosovo's membership in the United Nations./VOA
