Russia blocks nuclear treaty at UN, cause of Ukraine

Russia has blocked the adoption of a joint statement by a United Nations nuclear disarmament conference.

The Nuclear Nonproliferation Treaty, which is revised by its 191 signatories every five years, aims to prevent the spread of nuclear weapons.

Russia rejected a draft text citing "grave concern" over military activities around Ukraine's nuclear power plants, in particular Zaporizhia. Participants in the last review in 2015 also failed to reach an agreement.

The 2022 meeting, which was due to be in 2020, was delayed due to the Covid-19 pandemic. The failure to agree to a joint statement followed a four-week conference in New York.

Australian Foreign Minister Penny Wong said she was "deeply disappointed" by the lack of agreement. "Russia hindered progress by refusing to compromise on the proposed text accepted by all other states," she said.

U.S. Representative Ambassador Bonnie Jenkins said the U.S. "feels deep regret for this result and all the more so for the actions of Russia that led us here today."

Russia opposed a section of the text expressing "grave concern" about military activities around Ukraine's thermal power plants - including the Zaporizhia nuclear power plant, which Russia has controlled since the start of the war in Ukraine.

The draft section also noted "the loss of control by competent Ukrainian authorities over such locations as a result of those military activities and their profound negative impact on security".

Russia's representative, Igor Vishnevetsky, said the draft final text lacked "balance."
