Prime Minister Rishi Sunak's Conservatives suffered a crushing defeat in the British prime minister's first election test as Labor and the opposition Liberal Democrats swept local council seats across England.
The election was the first to be held under the new rules, which required voters to carry photo ID.
Election supervisors said that "unfortunately some people left the polling stations for this reason".
Labor won control of Plymouth, where the Conservatives had run a minority administration, an achievement called "appalling" by cabinet minister and local MP Johnny Mercer.
Labor has replaced the Conservatives as the largest party in the coastal port city of Hartlepool and Worcester, in central England.
The Liberal Democrats emerged victorious in Windsor and Maidenhead, while the election resulted in a shock defeat for the Conservatives.
The Conservatives have tried to present the setbacks as a "mistake", but with the prospect of a general election in 2024 there will be other concerns as they have suffered losses in the north, south and center of the country.
