Local councillors at Monmouthshire County Council in Wales have chosen the Monmouthshire Muslim Community Association to take a 30-year lease on the old Abergavenny Carnegie Library, with plans to transform it into the county's first mosque and community centre.
The decision has sparked intense controversy. Tensions escalated when anti-Muslim graffiti with the words "NoMasjid" appeared on the building's wall, prompting a review of the decision and calls for a full re-tender.
Furthermore, the controversy has also raised legal questions about the historic restrictive covenants on the building (originally funded by Andrew Carnegie in 1905), and whether its conversion into a place of worship complies with the terms of its original gift.
The council claimed that the lease was awarded through a competitive tender, the building was declared redundant and the change of use did not require planning permission, as the building remains in "community use".
