Germany is likely to consider returning to compulsory military service as early as next year.

"If we fail to attract enough volunteers to the armed forces, we will have to return compulsory military service," Defense Minister Boris Pistorius told the Frankfurter Allgemeine Sonntagszeitung. A member of the NATO alliance, Germany is looking to strengthen its military might after Russia's invasion of Ukraine in 2022, but it appears to be failing to attract enough soldiers to the ranks of its military. According to the German armed forces, an additional 100,000 soldiers will be needed in the coming years to meet Germany's obligations to NATO.

The Christian Democrats, who lead the governing coalition in which Boris Pistorius's Social Democrats are small partners, promote an increase in defense spending and declare themselves open to compulsory military service, which was abandoned in 2011.

"Our model is mainly based on voluntary participation," Pistorius says in his interview with the German Sunday newspaper, which is published today.

"If the time comes, then we can decide to make the deadline mandatory," he adds, clarifying that a new draft law in this regard can be submitted by January 1, 2026.

Compulsory military service in Germany was abolished in 2011, under the leadership of Chancellor Angela Merkel, with the aim of professionalising the armed forces (Bundeswehr) and reducing their size, also reflecting a desire to save resources and a more pacifist attitude of the country after the Cold War.

Until 2011, all men aged 18 and over were required to serve in the military or perform alternative community service. The mandate was introduced in 1956 and is still constitutionally guaranteed, but since 2011 it has been suspended and is not implemented in practice.

The total strength of the Bundeswehr, the German armed forces, amounts to less than 261,000 people. Of these, 180,215 are military personnel (soldiers), while another 80,761 are civil servants 1.
