The dialogue between Kosovo and Serbia will be on the agenda at the meeting of the European Council, which will take place on Thursday and Friday in Brussels.

Likewise, the agreement reached between the Prime Minister of Kosovo, Albin Kurti and the Serbian President, Aleksandar Vučić, on March 18 in Ohrid, for the implementation of the Agreement towards the normalization of relations between the two countries, will be part of the conclusions of this meeting of the leaders of EU.

The 11-article agreement, made public on February 27, does not oblige Serbia to recognize Kosovo, but requires both countries to accept each other's documents and symbols, including: passports, diplomas and license plates.

It also asks the parties to implement all the agreements reached so far in the dialogue for the normalization of relations, including the one for the formation of the Association of municipalities with a Serbian majority in Kosovo, which the Government in Pristina has rejected until now, on the grounds that it could endanger the functionality of the state.

Radio Free Europe has had access to the draft conclusions from the EU summit, and it also contains the paragraph in which the agreement reached in Ohrid is welcomed.

"The European Council welcomes the agreement reached in the dialogue facilitated by the European Union for the annex to the implementation of the Agreement towards the normalization of relations between Kosovo and Serbia, and invites both parties to implement their obligations appropriately and in good faith relevant", it is mentioned in the draft of the report.

The chief diplomat of the European bloc, Josep Borell, will also report on this topic to the heads of the EU member states.

He reported on this issue on Monday before the foreign ministers of the member countries.

The achievement of compliance in Ohrid, Borell has called the "new status quo", in the dialogue between Kosovo and Serbia, which will enable the transition from a phase of crises to the phase of implementation of the agreement.

At the last summit of the European Union, held in February, EU leaders supported the EU's proposal for the normalization of relations and called on Kosovo and Serbia to accept it.

By including this issue in the European Council, the EU wants to send a message that the normalization of relations between Kosovo and Serbia is high on its agenda.

With the mediation of the EU and the support of the USA, Kosovo and Serbia have been in negotiations for the normalization of relations since 2011. They have reached dozens of agreements, but most of them have not been implemented and the parties have blamed each other for the stalemate. ./REL
