REL: Kurti demands that Serbia be "punished" for not signing the

The Prime Minister of Kosovo, Albin Kurti, said that international factors should "condemn" Serbia, which, according to him, has refused to sign the annex for the implementation of the Agreement towards the normalization of relations between the two states.

During a statement to journalists in Pristina on February 21, Kurti said that for Kosovo, the Basic Agreement and the Annex of its implementation are "agreements", despite the fact that on March 18, Serbia refused to sign the same.

The European Union and the United States said that although this agreement was not signed by the parties, they consider it as such.

"We have already agreed on the Basic Agreement and the implementation plan. For us, this is an agreement, but I expect the international factors to judge and condemn the behavior of Serbia, which when meetings take place says 'I don't sign', and between meetings it says 'I don't implement anything', Kurti said.

"The other side cannot speak like this against Kosovo's membership in international organizations, including the United Nations, it cannot speak about how it will never recognize Kosovo, given that the Basic Agreement is de facto recognition. So, I believe that this is essential for the process and it is important that all our partners, allies, friends of the democratic countries in the West, and not only, continue to stand by Kosovo when we are constructive, committed, and creative as never", he added.

The President of Serbia, Aleksandar Vučić, has said that he did not sign the agreement, "because Serbia is an internationally recognized state, while Kosovo is not", therefore, according to him, an international legal agreement cannot be reached.

In Ohrid, on March 18, Kurti, under the mediation of the European Union, agreed with the Serbian president, Aleksandar Vucic, on the Annex of the implementation of the Agreement towards the normalization of relations.

The parties agreed on this agreement at the end of February. This agreement, also known as the European proposal, aims to lead the parties to a final agreement for the normalization of relations.

Asked about the request of the United States that the agreement reached in Ohrid, North Macedonia be implemented immediately, Kurti agreed saying that "the implementation of this agreement should start as early as yesterday".

Kosovo and Serbia have reached two agreements for the Association, in 2013 and 2015. The 2015 agreement, according to the Constitutional Court of Kosovo, is not in accordance with the highest legal act of the state. However, the points can be harmonized with the law.

The EU has recently submitted to the Government of Kosovo several European models for the rights of non-majority communities, from which examples can be taken for the establishment of the Association. The government in Pristina has confirmed that it is examining them.

Kosovo and Serbia have been holding a dialogue under the mediation of the EU, and with the support of the USA, since 2011. Kosovo demands that, in the end, the agreement include mutual recognition, and Serbia wants a compromise solution./ REL
