The first Albanian Prime Minister in North Macedonia, but what will be the

The first Albanian Prime Minister of North Macedonia, Talat Xhaferi, who is expected to be voted these days, will not have full powers, but technical or truncated powers.

This is what Naser Ziberi, candidate for prime minister from the ranks of the Democratic Union for Integration (BDI) in the 2020 parliamentary elections, told Radio Evropa Lirë.

The government led by Dimitar Kovacevski submitted his resignation to the Assembly on January 25, while Talat Xhaferi also did so, in the capacity of the Speaker of the Assembly, to pave the way for the procedures for his transition to the head of the technical Government.

The Assembly of North Macedonia, on Friday, confirmed the resignation of the Government, while Jovan Mitreski from SDSM was elected as the new Speaker of the Assembly.

How was the first Albanian prime minister promised?

In the parliamentary elections of 2020, the Democratic Union for Integration led by Ali Ahmeti competed with the slogan "For the first Albanian prime minister", while its candidate was the lawyer and former politician Naser Ziberi.

Since the elections were won by the Social Democratic League, Zoran Zaev, who at that time led the SDSM, was elected prime minister.

But, in order to fulfill DUI's promise, Zoran Zaev and Ali Ahmeti in the co-governance agreement had agreed that in the last 100 days of the Government's work, a candidate proposed by the Democratic Union for Integration should be appointed prime minister.

It is about the technical Government, which is foreseen by the Law on elections and whose main task is the organization and smooth running of the elections, while the Macedonian opposition will also be a part of it with two ministers and three positions of deputy ministers.

Ziberi: The Albanian Prime Minister, only for technical issues

But, Naser Ziberi, who is now in the position of the People's Advocate, says that it would have been better for the DUI to agree with a proposal of the VMRO DPMNE for the cancellation of the technical Government, in the last 100 working days of the executive, since in this way, according to him, the way would be opened for getting a political prime minister, or with full powers.

"I, personally, thought that since it was not achieved that the mandate of the Albanian Prime Minister should be at least one or even two years, then the proposal of VMRO DPMNE should be accepted, to remove the technical Government as a legal obligation in the three months of at the end of the term, the current prime minister should resign and the government in the future should be technical with the inclusion of opposition representatives in it. Why do I say this? Because I thought that if this were removed and the agreement was respected, then the next Albanian prime minister would be with full capacity, not technical", says Ziberi.

According to him, it is good that there will be an Albanian prime minister for the first time in North Macedonia, but his capacity will be limited.

"The fact that it will be in accordance with what the Law on the government foresees, makes it handicapped, or with reduced capacity, which means that that government is not political but technical. So, its capacity is reduced and this leaves much to be desired. He is not a prime minister with full capacity", says Naser Ziberi, former candidate for prime minister from among the DUI in the 2020 elections.

But, despite this, DUI, in all its public appearances, has evaluated the appointment of Talat Xhaferi as a candidate for Prime Minister of the Technical Government as one of the "greatest achievements", after the Albanian Speaker of the Assembly, who was Talat Xhaferi , but also to the Albanian Ministers of Internal Affairs, Defense and Foreign Affairs.

The Macedonian opposition, headed by VMRO DPMNE, has said that it will not vote for the election of Talat Xhafer, as it accuses him of "numerous legal violations" during his work as Speaker of the Assembly./ REL
