Kosovo prepares for local elections, how to proceed with voters from abroad

The Central Election Commission is continuing with preparations for the October 12 local elections.

The diaspora in this process will vote only by mail and voter registration has already started. All those who register as voters outside Kosovo will be removed from the voter list within the country.

"A Kosovo citizen, who registers to vote outside Kosovo, will find his name on the list of voters outside Kosovo. The CEC transmits this information individually to all those citizens who apply and manage to successfully register as voters outside Kosovo", said Valmir Elezi-spokesperson of the CEC.

The CEC has also enabled the return of citizens with the right to vote from the list of voters outside Kosovo to vote physically if they return to their homeland.

"We may have a case when a citizen of Kosovo, after registering to vote outside Kosovo, requests to deregister from this voting method and return to the voting list, which is distributed at polling stations on election day in Kosovo. In this case, the voter registered outside Kosovo can submit a request to the CEC, respectively to the voting service to return to the voting list within Kosovo and this can be done up to 24 hours before the end of the period for opposing the voter list, which in this case is until August 30, 2025", he continued.

The period for registering voters from abroad started on July 23 and will last until August 29. As of August 15, the CEC has received 7026 applications to vote by mail in local elections.

According to the data, 5445 applications have been approved and 1581 others have been rejected. In these elections, voters will receive ballots by mail at their addresses outside Kosovo, a model practiced in Albania.

After voting, voters will have to return the ballots to the mailbox of the Central Commission in Kosovo or even those that will be opened in different countries of the world in the period September 17 to October 11.
